Dear Coach and Team:

It is our pleasure to invite you to the Webb City Novice Debate Winter Classic on February 22, 2020.  Due to the inclement weather that cancelled the debate side of our tournament in January, Webb City will host a novice debate tournament.  There will be 4 rounds of debate with students advancing on to quarterfinals, semifinals, and finals. Please register on Speechwire.com and make sure that you enter in all names for your competitors. If you need help operating Speechwire, please let me know as I am happy to help.
 
We will offer the following events:
NOVICE POLICY DEBATE: (See individual Policy Rules later on) Resolved: The United States federal government should substantially reduce Direct Commercial Sales and/or Foreign Military Sales of arms from the United States. 
NOVICE LINCOLN-DOUGLAS DEBATE: Resolved: States ought to eliminate their nuclear arsenals. 
NOVICE PUBLIC FORUM DEBATE: Resolved: The United States should end its economic sanctions in Venezuela. 
 
The entry deadline is Thursday, February 13, 2020 at 3:00 pm.  Schools are financially responsible for dropped and additional entries (if available) on that date.  We will send out confirmations as soon as we are able.  We reserve the right to limit entries to provide a tournament that can function with an adequate number of judges for the amount of entries we receive.  Please mark on Speechwire ASAP if you plan to attend so we may begin obtaining the appropriate number of judges.  Since it is a novice only tournament, Varsity judges are welcome and encouraged.  
 
Please call in any drops ASAP.  Do not wait until you arrive to register to tell us.

Rules and Regulations 

  1. A student may not enter more than one division of debate. 
  2. A novice is defined as first year debate competitor. 
  3. Trophies will be given for  those in quarterfinals, semifinals, and finals in each division as well as a 1st, 2nd, and 3rd place Sweeps trophy. 
  4. Schools will be financially responsible for their entries after the entry deadline. 
  5. The time limit will be 8-3-5 for Policy and the MSHSAA times for Lincoln-Douglas and Public Forum. 
  6. A team more than 10 minutes late to a round will forfeit unless it is the fault of the Tournament.
  7. In later rounds, teams from the same school may be paired against one another during power matching on both ends of the spectrum. 

 

Policy Debate Rules: 

 

 Affirmative cases are to be limited to the following areas:

  • Saudi Arabia
  • India
  • Drone exports
  • Small arms/Light weapons

Teams are not to use kritiks or counter plans.

 

If a team believes their opponent has violated the rules above, they should:

  • Continue to debate the round
  • Inform their coach immediately after the round
  • Coach should contact the tournament director
  • All final decisions will be made by the tournament director
  • Teams found in violation will receive a loss with ranks of 3 and 4.

Judge Notes: 

  • Please enter your judge names in Speechwire. 

  • Your judges will also be the time keepers for the round. 

  • NO ORAL CRITIQUES ARE TO BE GIVEN! 

  • Judges are to refrain from reading any evidence after the round unless the truth of the evidence or its misrepresentation has been challenged by the opposing team in the round.
