General Tournament Rules

 

1.     Each school must be accompanied by a school approved adult sponsor.

2.     A school may enter two contestants in each event with extra entries based on space.  See Individual Event rules for further clarification.

3.     A student may enter two individual events and one form of debate.

4.     A novice shall be defined as a student in his/her first year of competition.

5.     Trophies will be awarded to the top six places in I.E.’s and the top four in debate. Sweepstakes will be awarded to the top three schools and first overall in combined.     

6.     Coaches may be used as judges if the tournament is in need in order to run on time.  At the novice level, a student that has met the NSDA’s minimum requirements to judge may be used. 

7.     No refund for cancellations will be will be made after Friday, December 20, 2019 at 3:00 pm. Any drops or additions are still to be paid to the host school.

8.     Webb City and Carthage High School regulations apply for all schools participating in the tournament. The regulations strictly forbid any tobacco products, any alcoholic beverages and any form of weaponry (this includes horrid vocals and bad taste in music which will be considered an assault on my ears).

9.     Due to past vandalism to the school, all participants are asked to remain inside the building at all times unless loading or unloading buses and in the commons when not competing.

10.   No playing of music without the use of headphones.  No musical instruments are to be played.

11.   Concessions will be sold in our commons. No food or drink should leave the commons unless it is WATER. 

12.   Any disputes will be solved in the quickest fashion possible by the tournament director.

13.   PLEASE CALL IN ALL DROPS BY NOON on Friday, January 10, 2020!!!

14.   At Carthage, students must stay in the commons area until 3:15 pm Friday.  Extemp draw is accessible from the commons area. At Webb City, students must stay in the auditorium area until 3:00 pm Friday.  Extemp draw will be dismissed at 2:55 pm.

 

 

Individual Events Rules

MSHSAA rules apply for all MSHSAA events.

 

1.  Extemp: Topics will be current events on National and International issues.  Time limit is 7 min. No notes/cards may be used during speeches. A student may not be entered in both IX and USX.

2. Oratory: The speech must be written by the student. It must be memorized.  Time limit is 10 min. No more than 150 words may be direct quotation. 

3.  Interpretation: Selections must be memorized and have literary merit.  Time limit is 10 min.  

4. Storytelling: Must be narrated in the student’s own words; the student must SIT in a tournament provided chair for the performance. Story should be intended for children. Time limit is 8 min. 

5. Prose/Poetry: Selections for prose should come from an appropriate novel/short story and not contain more than 50% dialogue. Selections from poetry should be published poems. Both categories should be read and not fully memorized. Round 1 will be PROSE, Round 2 will be POETRY, Semifinals will be PROSE, and Finals will be POETRY.  COMBINED/POI ENTRIES WILL NOT BE ACCEPTED IN ANY ROUND! Time limit is 8 min.

6. Student Congress: We will be running 2 prelim sessions and finals.  Finals will take place during the final round of IE’s.  The NSDA January docket will be used. Presiding Officers will be provided by the tournament.

  Debate Rules

1.       Policy: The policy topic will be Resolved: The United States federal government should substantially reduce Direct Commercial Sales and/or Foreign Military Sales of arms from the United States.

For Novice Policy Debate at Webb City:

          i.      Affirmative cases are to be limited to the following areas:

  1. Saudi Arabia

  2. India

  3. Drone exports

  4. Small arms/Light weapons

         ii.     Teams are not to use kritiks or counter plans.

         iii.    If a team believes their opponent has violated the rules above, they should:

1.      Continue to debate the round

2.      Inform their coach immediately after the round

3.      Coach should contact the tournament director

4.      All final decisions will be made by the tournament director

5.      Teams found in violation will receive a loss with ranks of ¾.

2.      LD: We will use the resolution for January/February announced on Dec. 1.

3.      Public Forum: We will use the January topic announced on Dec. 1.

4.      All MSHSAA rules concerning laptops and evidence will be followed!

5.      Any team more than 10 minutes late for a round will forfeit, unless the tournament is responsible. Any team disqualified for any reason will result in a win for the opposition.

6.      After preliminary rounds, the top eight teams will advance to quarterfinals.

a.   Breaks for CX and PF will be as follows: Win-Loss, Speaker Points, Loss Opp, Total Opp record, and Opp Opp record.

b.   For LD, breaks will be as follows: Win-Loss, Loss Opp, Total Opp record, Opp Opp record.

7.      Debaters may not be entered in more than one type of debate.

8.      A team is composed of two people and will have the opportunity to debate both sides of the resolution.  Debate team personnel must remain constant throughout the tournament. In the event of an illness or other issue, a team may continue to debate should personnel change but will not be eligible for advancement from preliminary competition.

9.      No visual aids will be allowed in a debate round.
