Dear Coaches,

 

You and your students are invited to the October 20, 2018, Valparaiso Dr. Larry B. Stuber Memorial Debate Tournament.  Please plan to enter through Door # 1.

 

  1. Congress – All students will compete in the morning Preliminary round. The top competitors per Chamber will advance to the Super Chamber of 15-16 in the afternoon. All others will compete in the Consolation Session in the afternoon. Both Novice and Varsity Divisions will have a Super Session and a Consolation Session (consolation rounds may be combined in the event of small congress entries). This format may change on the day of the tournament depending on how many contestants are entered in each division.
    • Legislation for a.m. Preliminary session: IHSFA #s 2. 3, 5
    • Legislation for p.m. Super Session: IHSFA #s 9, 10,
    • VHS will probably be able to supply all of the presiding officers – depending on entries; however, if you are bringing a potential PO, please email Coach Fridh (mafridh@gmail.com) with your potential PO’s name.

 

  1. Lincoln-Douglas
    • Both Divisions will be speaking on the September/October topic as noted by the NSDA
    • Resolved: in the United States, reporters ought to have the right to protect the identity of confidential sources.

 

  1. Public Forum Debate
    • Both divisions will be speaking on the September/October topic as noted by the NSDA.
    • Resolved: The United States should accede to the United Nations Convention on the Law of the Sea without reservations.

 

  1. Policy Debate
    • Resolved: The United States federal government should substantially reduce its restrictions on legal immigration to the United States.
    • IHSFA Novice Restrictions
      • Topicality arguments are prohibited by novices until November 1; therefore, they may be used at this tournament.
      • Novices may not offer counterplans or kritiks until December 1.
      • All novice teams are limited to the following affirmative cases until December 1.
        • Path to citizenship for undocumented immigrants
        • Expansion of H-18 visas for skilled workers
        • Lifting the travel ban
        • The Dream Act

 

  1. World Schools Debate
    • Order of Debate of Impromptu & Prepared Topics:
    • Round 1: Impromptu
    • Round 2: Prepared: This House believes that technology companies should boycott countries that do not allow their citizens unrestricted access to the internet.
    • Round 3: Impromptu
    • Round 4: Prepared: This House would abolish the Electoral College in favor of a popular vote system for national elections.

 

  1. Awards @ 4:00 p.m., CST (we hope)
    • Yes (Gavels for POs, Ribbons for the Top Eight, and Sweepstakes Trophies for Top 5 Teams)
  2. Judges
    • 1 judge per 4 debaters (5 debaters = 2 judges, etc.); however, if you are bringing WSD Teams, 2 WSD Teams = 1 Judge
    • All judges must be prepared to judge all events
    • Judges must stay in the building and be available for the entire tournament
    • Varsity debaters with a minimum 2 years of experience and a minimum of 250 points may judge only novice events. 2018 high school debate graduates must judge novice only.

 

  1. Food
    • Students ~ breakfast, lunch & snack items will be available for purchase in the Cafeteria
    • Judges ~ breakfast and lunch items will be available in the Judges’ Lounge

 

  1. Registration
    • Registration on SpeechWire  www.speechwire.com
      • DUE by 5 pm (CST) on Tuesday, October 16, 2018 (Registration will remain open after the deadline for drops only. Please list all judges’ names.)
      • This is an Open Tournament; however, you must be a Registered User in order to use SpeechWire to register
      • Novice = an individual with no previous high school speech or debate experience prior to September 2018. All others are considered to be Varsity.

      • Final registration is Saturday, October 20th.  at Valparaiso HS from 7:00 to 7:30 a.m. (CST).
      • Rounds will start promptly at 8 am (CST) ~ we hope!
