Tournament Rules
1. Do not arrive before 2:30 pm on Friday. This will allow the parking lots to clear and Raytown buses to load and leave. If at all humanly possible, please send all drops to Sydni by NOON. Call directly after that time, (816) 642-7740. 2. Entry fees will be a flat $8 per entry. 3. Schools will be financially responsible for their entries as of Wednesday, December 11. 4. Each school must have an adult sponsor available for supervision and judging assignments each day of the tournament for each building at which the school is represented. 5. Schools who request and receive extra entries may be asked to provide judges. 6. Once an entry is canceled by a school and assigned to another school, the original school has lost its claim to the entry and it will not be returned. 7. A student may enter one debate and two individual events, but extemp should take precedence. Double entries in debate and/or triple entries in individual events will be disqualified in all events. 8. No “maverick” debaters will be allowed to advance in a team debate. 9. Criteria for advancing and placing in Student Congress will be as follows: Advancing to Super Session: 1. Cume of judge and parliamentarian ranks in sessions one and two 2. Recips for ranks of judge and parliamentarian in session one and two 3. Average points Placing in Super Session: 1. Cume of Super Session judges and parliamentarian ranks 2. Recips for Super Session ranks of judges and parliamentarian 3. Average points 10. Awards will be given to the finalists in I.E.’s and to quarterfinalists in debate. The top three schools will be given a sweepstakes award. 11. Sweepstakes will be tabulated with the best two entries counting towards the award. 12. Tab will be open through the tournament as long as coaches/sponsors do not interfere with the process. Only coaches and sponsors will be allowed in the tab room to check results. All results will become permanent 10 minutes after the final tabulation is complete. 13. The cafeteria will serve as the student lounge. Students should not bring “boom boxes,” guitars, skateboards, hacky sacks, etc. into our school. Please remind your students to be courteous and mindful of the space they are using. 14. A coach’s/judge’s lounge will be provided. This is for adult judges only. 15. Campus regulations prohibit smoking inside and outside on school grounds. 16. MSHSAA rules of conduct will be enforced.
Events
EXTEMPORANEOUS SPEAKING: Topics will be taken from current events. Contestants will draw three topics, select one and have thirty minutes to prepare a speech (maximum of 7 minutes). INFORMATIVE: Informative speeches must be the original work of the contestant, delivered from memory and limited to 150 quoted words. Audio/visual aids may or may not be used, but must follow NSDA guidelines (maximum of 10 minutes). ORATORY: All oratories must be the original work of the contestant and delivery must be from memory. Oratories are limited to 150 quoted words (maximum of 10 minutes). PROSE AND POETRY: Students will compete in sections with a possible mixture of poetry and prose performances. Literary merit will be considered (maximum 8 minutes) STORYTELLING: The selection must be appropriate for children. Contestants must tell the story from a seated position (maximum of 8 minutes). STUDENT CONGRESS: Number of entries will determine the number of houses. NSDA Congress rules will apply. The Suburban Conference Fall Legislation packet will be used. P.O.’s will be eligible for nominations and will be scored once an hour. Inappropriate decorum will not be tolerated and judges may choose to dismiss disruptive or disrespectful students. DRAMATIC AND HUMOROUS INTERPRETATION: The selection must be from an acceptable published source and delivered from memory. Literary merit will be considered. No props or costumes are permitted (maximum of 10 minutes). DUO INTERPRETATION: Two interpers will present a scene from a play. The selection must be from an acceptable published source and delivered from memory. Parts should be evenly balanced. The roles are to be memorized and presented without make-up, props, or costumes. Movement is restricted to off-stage focus and there should be limited physical interaction between the performers (maximum of 10 minutes). LINCOLN-DOUGLAS DEBATE: The topic will be “The United States ought to rewild substantial tracts of land.” We will use the traditional 6-3-7-3-4-6-3 time limits. Prep time will be 4 minutes per debater. A debater more than 10 minutes late to a round through no fault of the tournament may forfeit. POLICY DEBATE: The topic will be “Resolved: The United States federal government should significantly increase its exploration and/or development of the Arctic.” Per Suburban Conference guidelines, novices are limited to the NDCA novice packet. The format will follow the 8-3-5 time limits. Prep time will be 8 minutes per team. A team more than 10 minutes late to a round through no fault of the tournament will forfeit.
PUBLIC FORUM DEBATE: The topic will be “Resolved: The United States federal government should require technology companies to provide lawful access to encrypted communications.” The format will follow the 4-4-3-4-4-3-3-3-3-2-2 time limits. Prep time will be 4 minutes per team. A team more than 10 minutes late to a round through no fault of the tournament will forfeit.

The Raytown South Speech and Debate team would like to invite your VARSITY squad to our tournament on December 12th and 13th.
We will host Policy, Regular and Champ Lincoln-Douglas and Regular and Champ Public Forum Debate. We will host USX, IX, Oratory, Informative Speaking, Student Congress, Duo, HI, DI, and POI.
We will use Speechwire for registration. Look for Raytown South Blast. The deadline to register will be Wednesday, December 3rd. We have a small building, but want to host many schools. Please observe this deadline to help us accommodate every school that would like to attend.
We’re looking forward to hosting the Last Blast of 2025.
