Hello Coaches,

 

You and your team are cordially invited to the Penn High School Speech and Debate Tournament, scheduled for December 2nd, 2023. 

 

Date: December 2nd, 2023

Location: Penn High School, Eastern Time Zone

Registration: 7:30 - 8:30 a.m.

Judges' Meeting: 8:30 a.m.

 

Round 1: Begins at 9:00 a.m.

 

Entry Deadline: 8:00 p.m. on Monday, November 27th

 

Entry Method: Please submit your entries via Speechwire.

 

Changes and Additions: You can make drops and add judges until Friday Dec. 1st during the week of the tournament.

 

Events and Divisions: We offer all ISSDA sanctioned debate and speech events. For Policy, LD, PF, and Congress, we have both Varsity and Novice divisions. World Schools will likely have one division, but if entries permit, we'll consider a novice and varsity division. Novice status is for students new to competitive debate in the 2023-2024 season. All speech events will be a single open division.

 

Rules and Topics: All Events and Divisions will adhere to ISSDA rules and restrictions. The debate topics are as follows:

 

Lincoln-Douglas Nov/Dec Topic: Resolved: The United States ought to prohibit the extraction of fossil fuels from federal public lands and waters.

 

Public Forum Nov/Dec Topic: Resolved: The United States federal government should forgive all federal student loan debt.

 

Congress: We will use selections from the November/December docket (Bills 1, 2, 5, 6, 8, 9). Refer to the "files for download" for a copy of the docket. Chambers will aim to debate three bills within each session. Varsity chamber may elect their P.O. (Presiding Officer).

 

World Schools: Rounds 2 & 3 Prepared topic: "This House believes that Machiavelli was correct: 'It is better to be feared than to be loved.'" Rounds 1 & 4 are impromptu rounds with different topics each round.

 

Policy: Both Novice and Varsity topic: Resolved: The United States federal government should substantially increase its fiscal redistribution in the United States by adopting a federal jobs guarantee, expanding Social Security, and/or providing a basic income.

 

Special Policy Note: Novice Policy Topic Restrictions are no longer in place.

 

Speech Notes: Students are allowed to double enter according to ISSDA Rules. Unfortunately, tripling will not be allowed at this tournament.

 

Materials and Files: Files for Discussion, Broadcasting will be posted by 6:00 p.m. on Monday, November 27th.

 

Rounds: The tournament will consist of four rounds, including 3 prelims and a final.

 

Judges: Please abide by the following requirements for judges in each category. We will use e-ballots:

 

Debate Judges: One judge is required for every 2 entries or fraction (e.g., 3 Policy Teams = 2 Judges). If possible, bring judges who can assess all events. LD and PF will likely be double flighted, unless judging entries allow otherwise. 

 

Student Judges: A limited number of student judges will be allowed if they currently have over 250 NSDA points, and they can only judge Novice competitions.

 

Speech Judges: Provide 1 judge for every fraction of 5 entries for speech (e.g., 6 entries = two judges, and so on). Extra judges are appreciated, and if any are willing to judge debate if needed, even better!

 

Awards: Ribbons will be provided to the top 8 entries in each event. Sweepstakes awards/trophies will be awarded to the Top 5 Teams.

 

Hospitality: We'll provide pizza for students during lunch. Additionally, snacks and drinks will be available for purchase. A coaches'/judges' lounge with complimentary lunch and snacks will be provided.
