General Rules, Regulations & Tournament Norms


1. Students may enter in up to two individual events plus debate. Congress contestants may only enter congress. 

2. Each school must supply a qualified school judge for each day which that school competes. 

3. Each coach is responsible to see that his or her students get to their rounds on time. 

4. Entry fees are $8.00 per event. 

5. Awards will be given to the finalists in all individual events and congressional debate. Awards will be given to all debaters breaking to quarterfinals and beyond. Sweepstakes awards will be given for the top three schools overall. 

6. A hospitality room for coaches, judges and bus drivers will be provided both days of the tournament with complimentary refreshments served both days.

7. A concession stand will be available for the competitors both days. 

8. The tab room and extemp draw will be in the Library Media Center.  

9. Sweepstakes points will be earned in the following manner: Only the two best entries in each event will earn points for a school in sweeps. 

Individual Events Debate

Qualify for finals 10 pts. Preliminary win 5 pts. 

Third place 15 pts. Qualify for quarters 20 pts.

Second place 20 pts. Tie breakers will be based on Quarterfinal wins

First place 25 pts. 


10. All entries must be received by Wednesday October 25, 2023. 

11. All LSN building policies will be enforced at all times. Please keep all food and beverages OFF the carpeted areas. Your cooperation is most appreciated. 

12. Any competitor who violates building policy regarding alcohol, tobacco or other drugs will be immediately disqualified from the tournament. 

Rules For Individual Events


Extemporaneous Speaking- Topics will be drawn from current events.  Contestants will draw three topics, select one, and have thirty minutes to prepare a seven-minute maximum speech. Students may use notes in each division. All other MSHSAA and NSDA rules and standards apply. 


Original Oratory- All orations must be the original work of the contestant.  Orations have a ten-minute maximum limit and delivery must be from memory.  No more than 150 quoted words can be used. All MSHSAA and NSDA rules and standards apply.


Dramatic and Humorous Interpretation- Selections should be ten minutes long or less and must be published and possess literary merit.  No props or costumes are permitted.  The presentation must be memorized. All MSHSAA and NSDA rules and standards apply.


Duo Interpretation- Selections should be ten minutes long or less and must be published and possess literary merit.  No props or costumes are permitted.  The presentation must be memorized. All MSHSAA and NSDA rules and standards apply.


Prose Reading and Poetry Reading- Maximum length is eight minutes.  The selections must be from a published source and read from a script.  In Prose Reading, no more than 50% may be dialogue. All MSHSAA rules and standards apply.


Storytelling- Selections should be eight minutes in length, taken from children’s literature, and performed while seated. All MSHSAA rules and standards apply.


Informative- All speeches must be the original work of the contestant.  Informative speeches have a ten-minute maximum limit and delivery must be from memory.  Visual aids are encouraged, but no assistance for visual aids will be provided. No more than 150 quoted words can be used. All MSHSAA and NSDA rules and standards apply.

 

Rules for Lincoln-Douglas Debate

1. All NSDA/MSHSAA rules apply.

2. Time limits will be 6-3-7-3-4-6-3, with a four minute block of prep time.

3. At the end of preliminaries, the top eight entries will advance to quarterfinals.  Determining which entries will go on will be based on these determinants, in this order: win-loss record, opposition loss, opposition record, opposition-opposition record.

4. The topic for debate shall be the November/December  NSDA resolution.


Rules for Policy Debate

1. All NSDA/MSHSAA rules apply.

2. Mavericks may be allowed in the case of an emergency if deemed appropriate by the tournament chairs, but mavericks may NOT advance.

3. A team more than ten minutes late to a round through no fault of the tournament shall forfeit.

4. Debate will be cross-examination style with all rounds being 8-3-5 time limits.

5. A five-minute block of prep time will be allowed.

6. At the end of preliminaries, the top eight entries will advance to quarterfinals.  Determining which entries will go on will be based on these determinants, in this order: win-loss record, opposition loss, total speaks, opposition record, opposition-opposition record.

7. The 2023-2024 NSDA debate resolution will be debated, and NFHS novice case limits will apply.


Rules for Public Forum Debate

1. All NSDA/MSHSAA rules apply.

2. At the end of preliminaries, the top eight entries will advance to quarterfinals.  Determining which entries will go on will be based on these determinants, in this order: win-loss record, opposition loss, total opposition record, opposition-opposition record.

3. The sides for each team, pro or con, will be determined by a coin toss. The winner of the coin toss may choose either side or speaker position.

4. Cross-fires will be delivered standing and facing the judge.  Grand crossfires will be delivered seated.

6. Time limits will be 4-4-3-4-4-3-3-3-3-2-2 with 3 minutes of prep per team per round.

  1. The November/December NSDA public forum resolution will be the topic.


Rules for Congressional Debate


1. Students who enter congressional debate may not enter any other individual event. 

2. The tournament shall provide a presiding officer for each session. A coach or other sponsor will be asked to serve as parliamentarian. Additional scorers will be assigned from the judging pool. 

3. Each scorer will rank speeches 1-8, with 8 as the highest quality. 

4. NSDA ranking will be used. The top eight speakers shall be ranked by all judges, all other competitors receiving a 9. The lowest cumulative scores will advance to super session. The number who advance to super session will be determined by the tournament chair.

5. Parliamentarians will be directed to strongly discourage suspension of rules.

6. There will be TWO sessions of Super Session. The first session will take place during semifinals of individual events, the last during finals of individual events.

7. Legislation for all sessions will come from the NSDA October legislation packet, which will be forwarded with this invitation and is available at www.speechanddebate.org under resources for congressional debate.
