Northtown Novice

Speech and Debate Tournament


Dear NSDA Squads and Coaches,

        

North Kansas City High School speech and debate team would like to invite you and your squad to the Northtown Novice tournament, November 17-18, 2023.  We will be co-hosting this year with Park Hill South High School where the varsity competition will take place. 


NKC will be hosting policy debate, Lincoln Douglas debate, and public forum debate. For individual events we will have US extemp, international extemp, oratory, humorous interpretation, dramatic interpretation, prose, poetry, storytelling, duo interpretation, informative speaking, and student congress.  In an effort to provide maximum opportunities for competition we also ask that each school provide ONE judge Friday and Saturday (these can be student judges with 150 NSDA points).


The deadline for receiving entries on Speechwire.com will be Thursday November 9, 2023 at 3:00PM.  We will guarantee 2 entries in each event and then all other entries will be waitlisted upon entry – we will grant what we can accommodate during the day on November 10. Extra entries will be awarded as available and at the discretion of the host school. Entry numbers granted may be lower than usual due to the need to limit large congregations of students and community judge willingness to volunteer in a pandemic. Entry fees will be $9.00/entry.

Competition Information and Rules
  • Do not arrive before 2:40 pm on Friday. This will allow the parking lots/streets to clear. There is no room with buses. Drop off at either Howell by the football stadium or on 23rd at the Main entrance. 

  • A student may not enter both divisions of Extemporaneous speaking, nor may students enter more than one division of debate. 

  • A student may enter up to one debate event and two individual events. Students may not do Congress and another Individual Event. 

    • Please do not allow students to triple enter in any other combination than the example given above. 

  • No Maverick teams will be allowed in any division of debate. 

  • Trophies will be given to the top six entries in individual events and top eight in debate 

  • Overall Sweepstakes will be awarded to the top three schools. 

  • Campus regulations prohibit smoking inside and outside on school grounds.

  •  MSHSAA rules of conduct will be enforced.

  • WIFI will be made available to all competitors in debate and extemp.

  • Schools are financially responsible for all entry fees as of Monday November 13th at 3:00 PM. This includes all entries that are dropped from the 13th until the conclusion of the tournament on the 18th

  • Entry fees are $9.00 per entry. 

  • All entries are due by 3:00 p.m. Thursday  November 9th.

  • Tab will be open for view throughout the tournament. Results will become permanent 10 minutes after final tabulation.

  • A student may not use the same selection for more than one event or from a previous year.

  • Each school must have an adult sponsor, able to judge at all times.  

  • Sweepstakes will be given for the top three schools in speech and debate events combined.  Determining sweepstakes:  Points in debate will be 5 points for each win. From the best two teams in each division Non-advancing quarterfinalists get 20 points, Non-advancing semifinalists get  25 points, 30 for Finalists.

  • Points in individual events from the best two entries will be 10 points for semi finals, 15 for 6th, 20 for 5th, 25 for 4th and below, 25 points for 3rd place, 30 points for 2nd place, and 30 points for 1st place.


Policy Novice Case Limits
  1. All CX teams will be limited to reading only positions and evidence which appears in the novice NCDA packet

    1. While teams cannot read an advantage/disadvantage area not in the files, teams can read their own original taglines and analytics.

    2. While teams cannot read evidence that does not appear in files linked above, teams can re-cut the cards from the files (no teams should be cutting cards from the original sources, but rather re-cutting from the google docs to ensure that they are in compliance with this rule)

  2. Affirmative CX teams will be limited to one of the four novice case areas within the novice NCDA folder linked above:

    1. The United States federal government should substantially increase fiscal redistribution in the United States by adopting a Green New Deal federal jobs guarantee.

    2. The United States federal government should provide a means tested basic income in the United States, funded by a carbon tax.

    3. The United States federal government should substantially increase fiscal redistribution in the United States by adopting Social Security 2100: A Sacred Trust.

    4. The United States federal government should substantially increase fiscal redistribution in the United States by providing a universal basic income.

  3. All CX teams are prohibited from reading kritiks (no positions in the “Kritiks” subfolder within the NCDA folder linked are to be read). All other positions within the folder linked above (counterplans, topicality, etc.) are allowed.

Debate Events

LINCOLN DOUGLAS DEBATE

1. The resolution will be the current NSDA October Lincoln-Douglas topic.

3. Time limits for Lincoln Douglas debate will be: 6-3-7-3-4-6-3. 

4. Each debater will be allowed a total of 4 minutes of prep time 

5. Ties will be broken by looking at win-loss, opposition loss, opposition record, and speaker points.

6. A debater more than ten minutes late to a round will forfeit, unless it is the fault of the tournament.

7.   Debaters are allowed to use laptops in rounds but must follow MSHSAA guidelines.

 

PUBLIC FORUM DEBATE

1. The resolution will be the current NSDA October Public Forum Topic.

 Time limits for Public Forum debate will be:  4-4-3-4-4-3-3-3-3-2-2. Each team will be allowed a total of 3 minutes of prep time.

3. Sides will be determined by a coin flip at the start of each round.

4. Ties will be broken by looking at win-loss, opposition loss, opposition record, and speaker ranks.

5. No maverick teams will be allowed to debate.  Team personnel must remain constant throughout the tournament.

6. A team more than ten minutes late to a round will forfeit unless it is the fault of the tournament.

 

POLICY DEBATE

The resolution will be the NSDA/MSHSAA approved topic. 

  1. Time limits will be 8-3-5.  Each team will be allowed a total of 8 minutes of prep time.

  2. Ties will be broken by looking at win-loss, opposition record of the team they lost to, total opposition record, and speaker ranks.

  3. No one person teams will be allowed to debate.  Team personnel must remain constant throughout the tournament.

  4. A team more than ten minutes late to a round will forfeit, unless it is the fault of the tournament.

  5. Debaters are allowed to use laptops in rounds and must follow MSHSAA rules.






 Individual Events

Interpretation (Humorous, Dramatic Duo—NSDA rules apply; Poetry, Prose, & Storytelling—MSHSAA rules apply): Selections may be taken from any published novel, play or short story. Selections must possess literary merit. An adequate introduction should be provided. No properties may be used. Selections must be memorized. Time limit: 10 minutes, maximum (HI, DI, & POI); 8 minutes, maximum (Poetry, Prose, & Storytelling).


All:  Per MSHSAA rules, a student who performs in the wrong room will be ranked last in that section. The same applies to students who perform under the wrong code. Rounds will not be re-run if a student performs under the wrong code.


HUMOROUS OR DRAMATIC INTERPRETATION – Selections must be taken from published literature (play, novel, short story).  NSDA guidelines will apply.  Selections should possess literary merit and be appropriate for a high school performance.  The performance, including introduction, must be memorized.  Time:  10 min. maximum

 

DUO INTERPRETATION – Selections must be taken from published works including novels, short stories, plays, or poetry.  NSDA guidelines will apply.  The performance, including introduction, must be memorized.  Time:  10 min. Maximum 

 

INTERNATIONAL AND U.S. EXTEMPORANEOUS SPEAKING - Drawing of current event topics will be conducted at five minute intervals.  A total of 30 minutes prep time will be allowed. No consultation with others is allowed during prep time. Time:  7 min. maximum.  Students are not allowed to enter both extemps. 


INFORMATIVE SPEAKING-Students deliver a self-written, ten-minute speech on a topic of their choosing. Not more than 150 words may be in the form of a direct quotation.  Informative speakers may use visual aids that comply with the NSDA informative speaking rules.. All topics must be informative in nature; the goal is to educate, not to advocate. The speech is delivered from memory.  Time:  10 minutes maximum.

 

ORIGINAL ORATORY – This persuasive speech must be the original work of the contestant.  Not more than 150 words may be in the form of a direct quotation.  The speech must be memorized.  Time:  10 min. maximum.  A student may not repeat an oratory he/she used in any previous year of competition.

 

STORYTELLING – Selections must come from published material. The memorized introduction may be given in a standing or seated position. The contestant shall narrate the story in a combination of his/her own words and original essential phrases, and from a seated position on a chair. Time: 8 min. Maximum


PROSE/POETRY- Scripts must be used (read from) and taken from a published source of quality literature. Prose selections are not to be more than 50% dialogue. Performances should also include an introduction, written by the student, to contextualize the performance and state the title and the author of each selection. Time limit: 8 minutes.


STUDENT CONGRESS- Congress legislation will be included in the invite. We are using the NSDA October 2023 Congress Legislation Packet. As a coach, we are requesting that you assign students one piece of the legislation and side per round according to the following constraints:

I. Round 1: Choose from Legislation 8-10

ii. Round 2: Choose from Legislation 1-4

iii. Super Session: Choose from Legislation 5-7
