The speech and debate team of the Collegiate School of Medicine and Bioscience is excited to kick off the 2023-24 speech and debate season with our in-person congressional debate tournament! The following pages contain information regarding signups and operations for the tournament, held Saturday, 7 October. Please refer to the bottom of this document for inquiries and questions.

Overview

The CSMB Congressional Debate Tournament will be held:

Saturday, October 7, 2023

TOURNAMENT SCHEDULE

The tournament will observe the following schedule:

 

7:15 am || Registration

8:00 am - 9:45 am || Session 1

10:00 am - 11:30 am || Session 2

11:45 am - 1:30 pm || Session 3

1:30 pm - 2:15 pm || Lunch Break

2:15 pm - 4:15 pm || Super Session

4:45 pm - 5:15 pm || Awards Ceremony 


 

LEGISLATION

We will utilize the 2023-24 NSDA Eastern Missouri legislative docket, which can be found HERE. Specific legislation will be allocated for preliminary and final rounds. Prelim chambers will still decide on their own docket based on this limited list. Legislation restrictions are as follows:

Time within the 1st, 3rd, and final sessions has been allocated for the creation of the docket and the election of presiding officers.


 

PRESIDING OFFICER

During the first 15 minutes of the first preliminary session, a member of the CSMB Tournament Staff will conduct elections for presiding officers in each chamber. Students may nominate themselves or another student. The student who receives the most votes will have the opportunity to select which session they wish to preside over, the person with the second most votes will choose second, etc. All competitors are eligible to serve as PO.

 

All students participating in the final session will be eligible for the position of Permanent Presiding Officer. The PPO will be recognized at the awards ceremony with a gavel. The top 3 speakers will be awarded trophies while speakers 4, 5, and 6 will be recognized with congressional medals.


 

CHAMBER PROCEDURES

All chambers will use a preset list of competitors for initial precedence. This list will be provided by tournament staff. The presiding officer will go down this list for speeches and up this list for questions - this is the same procedure utilized at the National Speech and Debate Tournament.

 

All chambers will use direct questioning in which representatives will be recognized for a 30 second block to question a previous speaker.

 

There will be no assigned seats.

ENTRY LIMITATIONS

Each school will be allowed to enter 8 students into the tournament that will be divided among the 5 prelim chambers. All entries that exceed this limit will be placed on a waitlist and admitted on a rolling basis.


 

JUDGING REQUIREMENTS

Each school will be required to provide 1 judge per 5 entries. Coaches may be required to judge if there is a lack of judges. No students will be judged by anyone representing a school present in the chamber. The judge sign up form can be found HERE.


 

ENTRY FEES

Entry fees will be 8 dollars per entry.
