This is your official invitation to the 2023 Joel Hefling AFA-NST District IV Spring Qualifying
Tournament, to be held synchronously online on Sun. March 5th, 2023. We are excited to celebrate the
successes of the season, qualify individuals for the NST, and prepare for the AFA-NST 2023, held in
the city of Santa Ana, CA. Additional tournament information and Zoom link will be shared the week
of the tournament.
In addition to competition, we will have an open District IV meeting during the tournament. At that
time, we will take nominations for the 2023-2024 D4 Committee and the D4 Student Rep.
 
ENTRIES
All entries will need to be submitted through Speechwire! Entries are due Tuesday, Feb. 28th at 5pm
(central time). Any student from an AFA-NST member school WHO HAS NOT QUALIFIED AN
EVENT AT-LARGE may enter that event in the district qualifier.
*Each school may enter a maximum of five (5) students per event.
*Students may enter no more than three (3) events per flight pattern.

FEES
Entry fees are $8 for each slot entered. Schools should provide one judge for every six slots entered.
Each uncovered slot will be charged at $15 per slot. Fees will be calculated Wednesday, March 1st, at
12pm. ANY changes in entry after this time will incur a $10.00 drop fee per slot (no fees for drops due
to an at-large qualification the week of) and $50 drop judge fee.

MEMBERSHIP FEES
AFA-NST subscription fees must be paid in order for you to enter students into the District IV
tournament. If you did not pay the $30 fee with your Fall Districts registration, a membership fee of
$50 will be added to your Speechwire registration for this tournament.
IN ADDITION, all schools attending the NST must include at least one person on their
roster/staff/faculty that is a member of the AFA organization. This is not the NST membership, but
membership within the parent organization of the AFA. Membership can be obtained as follows: a) the
director/coach can join for $75 with the journal; b) the director/coach can join for a non-journal
membership at $50; c) any student on the team can join for $25 as either an undergraduate or graduate.
Membership can be paid on the AFA website. Entry into the NST will require the name of the school’s
AFA member. Failure to provide this information will result in a $50 fee assessed by the NST in order
for the school to attend.
**Special Note: We have not received tournament fee payments for the Fall District Qualifier from
the majority of schools in the District. Please pay those as soon as you can.

AFA-NST REQUIRED FORMS AND DISTRICT NOMINATIONS:
AT-LARGE FORMS
Verifying student event qualifications is made on the District level. This is the only legitimate form of
verification for at-large entries to the AFA-NST, so it is important. All at-large qualification forms (in
Google Drive) must be fully up-to-date by Friday, Mar. 3rd @ 5pm. If you have any additions to the
form from tournament results released Friday evening or Saturday, please email District Chair, Jennifer
Torres, as soon as you receive those results.
 
STUDENT VERIFICATION FORMS
Student verification forms must be completed and emailed to the District Chair no later than 5pm, Mar.
3rd. You can find the verification form on the AFA-NST website - but it is also attached to this email.
Please note that it does require your registrar or records office to verify the information, so you will
not want to wait until the last minute.
 
SEXUAL HARASSMENT EDUCATION TRAINING
Every student, judge, and coach that attends the AFA-NST must complete sexual harassment google
slide training and sign the Anti-Sexual Harassment Resource Signature Form, all must complete this
training by the District Tournament.
 
DISTRICT IV AWARDS
The Kevin Heineman District Student Award and the Larry Schnoor District IV Distinguished Service
nominations must be emailed to the District Chair by 5pm on Friday, Mar. 3rd. Make sure your team
has a voice in nominating up to two individuals for each award (only one can be from your school) by
submitting a nomination letter for each nominee.
 
The Kevin Heineman District Student Award
Each year, an outstanding student from District IV is chosen by their peers to receive
recognition as an outstanding member of the regional community in memory of Kevin
Heineman, a beloved coach at Hastings College who exemplified the true spirit of competition,
excellence, and honor. This award is based on the leadership, fellowship, and sportsmanlike
conduct witnessed by the students and coaches of the district throughout the nominee1s
collegiate career.
Each school may nominate two (2) students (only one can be from your own school). A letter of
recommendation justifying the nomination must accompany nominations. Any student with two
or more nominations will be placed on a ballot. In the case where only one individual is given
multiple nominations, that person shall be chosen as the award recipient. Ballots will be cast at
the District IV tournament. The recipient will be announced at the awards ceremony.
 
The Larry Schnoor District IV Distinguished Service Award
This award was created in honor of Professor Schnoor to acknowledge the spirit and service of
coaches within the district who, like Professor Schnoor, have shown a dedication to the health,
vitality, and progress of the district, its students and its schools. The award should not be given
on the basis of competitive success but on the impact of the individual on the coaches and
students of the district through their leadership, interaction, and service.
 
Each member school may nominate two (2) coaches (faculty or graduate assistants) from the
district. Only one nomination may be for a coach from the nominating school. A letter of
recommendation justifying the nomination must accompany nominations. Any individual with
two or more nominations will be placed on a ballot. In the case where only one individual is
given multiple nominations, that person shall be chosen as the award recipient. Each school will
have one vote. Ballots will be cast at the District IV tournament. The recipient will be
announced at the awards ceremony.

Criteria and forms for nomination to the AFA-NST All-American Team have been attached to this
email. All files are due to District Vice Chair, Chris Outzen by midnight Thursday, March 2nd. Please
make the subject line “ALL-AMERICAN NOMINATION: [LAST NAME]. On the Nomination
Process attachment, please take note of all materials that need to be submitted, including official
transcripts directly from the nominee’s institution.
