NSDA District Debate Tournament

The Hoosier Heartland and Hoosier Crossroads District Committees welcome you to the 2021-2022 NSDA District Qualifier Series.  Our second event: District Congress.

 

LEGISLATION

CHAMBERS

●       SENATE

○        In order to convene a Senate, we must have 8 schools participate in each district, 2 qualifiers

○        1st student entry must go in the Senate

○        Additional entries are evenly distributed across House chambers

●       HOUSE

○        The house must have 16 students in order to have a chamber.  If there are 30 entries or more, the house will have two chambers

○        16-29 entries = 2 House qualifiers

○        30 - 54 = 4 House qualifiers

 

ENTRIES/FEES

●       Each school may enter up to two students in the Senate chamber

●       Schools have a designated allocation of entries for the House chambers.  A coach can check their number slots on the NSDA site by clicking on their district from their School Profile page.

●       Entry fees are waived for this year’s tournaments

 

 

REGISTRATION

●       We will be using Speechwire (www.speechwire.com) for registration and tabbing of all District Tournaments

●       Register under the appropriate district by event.  Hoosier Heartland is HH and Hoosier Crossroads is HC. 

●       DEADLINES

○        REGISTRATION opens on February 7, 2022

○        ENTRY DEADLINE is February 16th, 2022. .

 

ELIGIBILITY

●       Participation is open to schools who have registered and paid dues to NSDA prior to the start of the tournament

●       Students must be paid members (having earned 25 points) prior to the district tournament entry deadline.  All necessary fees must be submitted to the national office by this deadline.

●       Students must be officially registered as an NSDA  member user with a valid, unique email address on the organization website.

●       TIP: In the days ahead, only add new NSDA members that are competing at this meet and pay promptly.  Consider adding other new NSDA members after the February 19th to avoid having to reconcile outstanding charges at the Congress meet.

 

JUDGES

●       You must supply one judge to cover your Congress entries

●       Please remember that District Congress is happening at the same location as an invitational speech tournament. You must meet the judging requirements for each tournament independently (i.e., your speech judges don't count towards Congress, and your Congress judges don't count towards the speech tournament).

 

 

 

TOURNAMENT STRUCTURE

●       Chambers will be rotating Presiding Officers per bill, please review the procedures and responsibilities of the PO with your students prior to the competition

●       NSDA Pilot Rules for Congress have been adopted into the Unified Manual

 

COVID POLICY

·         Students and judges are to be masked at all times except when they are eating or drinking.

·         Non-speaking competitors should be masked in the room with speaking competitors.

·         Judges or competitors may ask a speaking competitor to stay masked through the duration of their piece.

·         Social distancing should be maintained and seating will be spread out to accomplish this.
