You are cordially Invited to the 2020 North Kansas City Varsity Speech and Debate Tournament
Dear NSDA Squads and Coaches,
North Kansas City High School speech and debate team would like to invite you and your squad to the North Kansas City Varsity tournament. The synchronous debate portion of the tournament will be held on November 20-21, 2020. Asynchronous individual event competition will occur during the week of November 16. We will be co-hosting this year with Park Hill South High School where the novice competition will take place.
NKC will be hosting champ policy debate, regular policy debate, champ Lincoln Douglas debate, regular Lincoln Douglas debate, champ public forum debate and regular public forum debate, and student congress. We will be a NIETOC bid for US extemp, international extemp, oratory, humorous interpretation, dramatic interpretation, program oral interpretation, duo interpretation, and informative speaking. Storytelling will also be offered under MSHSAA rules. In an effort to provide maximum opportunities for competition we also ask that each school provide ONE judge Friday and Saturday.
The deadline for receiving entries on Speechwire.com will be Wednesday November 11th, 2020 at 3:00PM. Asynchronous speech links (unlisted Youtube videos) will be due by 3:00PM on Monday October 16th, 2020. All entries will be waitlisted upon entry – we will grant what we can accommodate during the day on November 12/13th. Entry fees will be 6.00/entry. No trophies will be given but certificates will be sent for students placing.

Competition Information and Rules · Each school shall be guaranteed up to two entries in each competitive event offered. Extra entries will be granted on a basis of space availability and order of submitted entries. · A student may not enter both divisions of Extemporaneous speaking, nor may students enter more than one division of debate. · A student may enter up to one debate event and two individual events. Students may do Congress and another Individual Event. · Please do not allow students to triple enter in any other combination than the example given above. · No Maverick teams will be allowed in any division of debate. · Certificates will be given to the top six entries in individual events and top eight in debate · Overall Sweepstakes will be awarded to the top three schools. · Schools are financially responsible for all entry fees as of Monday November 16th at 3:00 PM. This includes all entries that are dropped from the 16th until the conclusion of the tournament on the 21st. · Entry fees are $6.00 per entry. · All entries are due by 3:00 p.m. Wednesday, November 11th, 2020. All IE videos are due by Monday the 16th at 3:00 PM. · Tab will be open for view throughout the tournament. Results will become permanent 10 minutes after final tabulation. · A student may not use the same selection for more than one event. · Each school must have an adult sponsor, able to judge, online at all times. All schools should bring 1 additional judge for every 10 entries (as a back up). · Sweepstakes will be given for the top three schools in forensics and debate events combined. Determining sweepstakes: Points in debate from the best two teams in each division will be 5 points for each win and 15 points for placing in the top eight. Points in individual events from the best two entries will be 15 points for finals, 10 points for 3rd place, 15 points for 2nd place, and 20 points for 1st place.

Register and Link All Tournament Participants in Tabroom: All participants must have a Speechwire account. Please follow these instructions to create a Speechwire account: https://www.youtube.com/watch?v=dcGivaEKSuk 4. Asynch Video Uploads: Please upload your student performances by Thursday, November 12th at 3PM. 5. We will be going by the MSHSAA Adopted Revisions for Virtual Competition document released by MSHSAA (i.e., pilot internet rules, extended prep time for debate, etc.). 6. Submitted competition videos should be “one take” with no editing or post-production and should follow all other MSHSAA Asynch Recording guidelines. 7. Please have all participants use Google Chrome as per NSDA Campus guidance. 8. Room Check-In Procedures: Please have debaters check in 30 minutes prior to the round when possible. Mandatory check in 15 minutes before the round. Tournament staff will be monitoring each room. 9. Due to equity concerns, Duo Interpretation recordings must be split screen. 10. Extemp Procedures: a. We are requesting students to record one speech for prelims, 1 speech for semi finals, and 1 speech for finals. This is a total of 3 speeches. b. Please have students submit an unlisted Youtube link for each speech. Label each video with the Round, event, and the competitors name. c. Extemp questions will be sent out to all invited coaches by November 5, 2020. We trust coaches to fairly administer draw to their students. d. Submitted competition videos should be “one take” with no editing or post-production and should follow all other MSHSAA Asych Recording guidelines. e. Please have contestants submit all videos by the Asynch Video deadline, which is Monday November 16th at 3PM.
11. Congress Procedures: a. We are requesting students to record one speech for prelim round 1, 1 for prelims round 2, plus one speech for super session. This is a total of 3 speeches. b. Please have students submit an unlisted Youtube link for each speech. Label each video with the Round, event, and the competitors name. c. Congress legislation will be included in the invite. We are using the NSDA October 2020 Congress Legislation Packet. As a coach, we are requesting that you assign students one piece of the legislation and side per round according to the following constraints: i. Round 1: Choose from Legislation 8-10 Ii. Round 2: Choose from Legislation 1-4 ii. Super Session: Choose from Legislation 5-7 12. Submitted competition videos should be “one take” with no editing or post-production and should follow all other MSHSAA Asych Recording guidelines. 13. Please have contestants submit all videos by the Asynch Video deadline, which is Monday November 16 at 3PM.

The resolution will be the current NSDA/MSHSAA approved topic. Resolved: The United States ought to provide a federal jobs guarantee. 2. A friendly reminder, our tournament will use the NSDA November/December Lincoln-Douglas topic, NOT the novice topic. 3. Time limits for Lincoln Douglas debate will be: 6-3-7-3-4-6-3. 4. Each debater will be allowed a total of 5 minutes of prep time (MSHSAA Proposed Rules for Virtual Competition in 2020-2021). 5. Ties will be broken by looking at win-loss, opposition loss, opposition record, and cumulative speaker points. 6. A debater more than ten minutes late to a round will forfeit, unless it is the fault of the tournament. 7. Debaters are allowed to use laptops in rounds but must follow MSHSAA guidelines.
PUBLIC FORUM DEBATE 1. The resolution will be the current NSDA/MSHSAA approved topic. Resolved: The United States should adopt a declaratory nuclear policy of no first use. 2. Time limits for Public Forum debate will be: 4-4-3-4-4-3-3-3-3-2-2 (NSDA Pilot Rules 2019). Each team will be allowed a total of 4 minutes of prep time ((MSHSAA Proposed Rules for Virtual Competition in 2020-2021). 3. Sides will be determined by a coin flip at the start of each round. 4. Ties will be broken by looking at win-loss, opposition loss, opposition record, and cumulative speaker points. 5. No maverick teams will be allowed to debate. Team personnel must remain constant throughout the tournament. 6. A team more than ten minutes late to a round will forfeit unless it is the fault of the tournament.
POLICY DEBATE The resolution will be the NSDA/MSHSAA approved topic. Resolved: The United States federal government should enact substantial criminal justice reform in the United States in one or more of the following: forensic science, policing, sentencing.
Asynchronous Tournament Events (Pre-recorded with an Unlisted Youtube link submission)
HUMOROUS OR DRAMATIC INTERPRETATION – Selections must be taken from published literature (play, novel, short story). NSDA guidelines will apply. Selections should possess literary merit and be appropriate for a high school performance. The performance, including introduction, must be memorized. Time: 10 min. maximum
DUO INTERPRETATION – Selections must be taken from published works including novels, short stories, plays, or poetry. NSDA guidelines will apply. The performance, including introduction, must be memorized. Time: 10 min. Maximum Students must submit a split screen recording.
INTERNATIONAL AND U.S. EXTEMPORANEOUS SPEAKING - Drawing of current event topics will be conducted at five minute intervals. A total of 30 minutes prep time will be allowed. No consultation with others is allowed during prep time. Time: 7 min. maximum. Students are not allowed to enter both extemps.
INFORMATIVE SPEAKING-Students deliver a self-written, ten-minute speech on a topic of their choosing. Not more than 150 words may be in the form of a direct quotation. Informative speakers may use visual aids that comply with the NSDA informative speaking rules.. All topics must be informative in nature; the goal is to educate, not to advocate. The speech is delivered from memory. Time: 10 minutes maximum.
ORIGINAL ORATORY – This persuasive speech must be the original work of the contestant. Not more than 150 words may be in the form of a direct quotation. The speech must be memorized. Time: 10 min. maximum. A student may not repeat an oratory he/she used in any previous year of competition.
STORYTELLING – Selections must come from published material. The memorized introduction may be given in a standing or seated position. The contestant shall narrate the story in a combination of his/her own words and original essential phrases, and from a seated position on a chair or stool. Time: 8 min. maximum
STUDENT CONGRESS-We will be using the October 2020 NSDA legislation packet. The judges and parliamentarian will rank the students at the end of each session which determines who advances to Super Session. Criteria for advancing and placing in Student Congress will be as follows: Advancing to Super Session: 1. Cume of judge in sessions one and two 2. Recips for ranks of judge and parliamentarian in session one and two Placing in Super Session: 1. Cume of Super Session judges 2. Recips for Super Session ranks of judges and parliamentarian Congress legislation will be included in the invite. We are using the NSDA October 2020 Congress Legislation Packet.
