Your team is cordially invited to “The 5280”: Speech and Debate Tournament to be held at George Washington High School on November 13th and 14th.   This tournament is co-hosted by George Washington High School and Kent Denver School and it promises to be BREATHTAKING!

 Debate: 

We will be offering Varsity Policy Debate, Novice Policy Debate, Lincoln Douglas Debate, Public Forum Debate and Congressional Debate.

-You are allowed a maximum of five entries in each debate except Congress where you are allowed to bring up to 10 entries.

-If you would like to bring more than five entries in each debate event or more than 10 in Congress, we will begin a waitlist and will pull students in on a first come first served basis.

-Students MAY NOT double-enter in any debate event.  Students may not double enter in debate and speech events.

In Novice  CX, we will employ the NFHS Novice case limits with a slight revision, meaning that all teams should limit themselves to these four case areas: 2015-16 Novice Cases

o   REVISED -  Pass a proposal to appoint a privacy advocate to appear before the FISA court, limit the PRISM database (which now collects Internet data), and allow U.S. Companies more leeway in disclosing orders they receive from the federal government.

o   Limit the FBI’s use of entrapment and use of informants in Muslim communities.

o   Limit immigration enforcement by the U.S. Immigration and Customs Enforcement (ICE) using home and workplace raids, much as President Obama has proposed to do in his Executive Order — an Order that has been “stayed” by U.S. Federal District Judge Hanen. Most court observers believe that the appeal of Judge Hanen’s ruling will take a long time, leading to an interesting public debate on the wisdom of aggressive immigration enforcement.

o   Limit the government’s use of drone surveillance

Additionally, in novice CX, the negative cannot use Counterplans or Kritiks.

Speech:

We will be offering the following Speech events:  Humor, Drama, Duo, Poetry, Program of Oral Interpretation, Oratory, Informative Speaking,  International Extemp, National Extemp, and Impromptu

            -Students may DOUBLE ENTER in two speech events. 

            -Students may not double enter in speech and debate events.

-We will allow up to five entries in each event.  Once you have reached your five entries, students may be put on a waitlist where students will be brought into the tournament on a first come, first served basis.

-Students will be responsible for getting to their rounds on time, and if they do decide to double enter in a prep event, students might not get their full prep time.

-We will post the rules for POI and Informative speaking.

- The Impromptu draw will occur in the rooms.  The students will have a total of seven minutes for both prep and speaking time.  They can use the time as they wish.  They can prep for two minutes and speak for five minutes, or they can prep for 4 minutes and speak for three. 

FEES: (PLEASE READ CAREFULLY)

            Entries:  We will be charging $20 per entry for all individual events and $40 for all partner events (Duo, CX, and PF) Note: At a normal three round tournament, you will pay between $10 and $12 an entry, this works out to $3.34 to $4.00 a round.  Because we are offering five preliminary rounds, we are equating that to you paying $4.00 a round.

            Team Fee: There will be a team fee of $50 that each team will be charged.

IF YOU FILL OUR JUDGING REQUIREMENT, THE FEE WILL BE WAIVED.  This is an incentive for you to bring judges and thus, not have to pay the team fee.  We would rather have your judges, than have your money. 

Judging:

            The tournament will be paying all judges $10 a round in cash.  Teams are heavily encouraged to fill their judging quota so that their team Fee can be waived.   If you have students competing in debate events you must provide a judge that can judge debate rounds while your students are still competing.  Your judges are responsible for one round after your team has been eliminated.  If you get a student to qtr finals in PF, then you must have a judge who is available to judge the semifinal round. 

NOTE: You CAN have a judge cover both Events and PF entries.  
      A judge cannot cover LD and Events or CX and Events.
      A judge can cover PF and LD/ CX

You may have two people split the judging commitment.  They can split the day, but they will not count as two judges toward your allotment.  

NOTE: A full commitment is from the start of the first waves through the start of Finals.  Judges must be available throughout the entire tournament time.   

The quotas are as follows:

            CX  -- 1 judge for ever 2 entries

            LD – 1 Judge for every 4 entries

            PF – 1 Judge for every 4 entries

            Congress – 1 Judge for ever 10 entries

            Speech events – 1 Judge for ever 7 entries

CX Topic: 2015-2016 NSDA Topic : Surveillance


LD Topic: Nov/Dec NSDA Topic -- Resolved:  In the United States criminal justice system, jury nullification ought to be used in the face of perceived injustice.


Public Forum Topic:  November NSDA Topic – Resolved: In response to the current crisis, a government should prioritize the humanitarian needs of refugees over its national interests.


Congress: 

Legislation should be sent to Maryrose Kohan @ maryrose_kohan@dpsk12.org by Monday, November 2nd.

We will be running  two sessions of Congress and then have a Super Congress Final Round on Saturday afternoon starting at 1pm.  The finalists will be decided by the 6 students with the highest total scores over the two sessions.  Each judge will nominate 4 speakers from their houses.   8 speakers from each house will move into the final Super Session where students will vote at the end of the session to determine the final results.   There will be awards given out to the top 6 members of the Super Session.

AWARDS
•     Trophies will be awarded to the top 6 competitors in each Speech event. 

·       Awards will be given to all debaters who advance to the Quarter Finals and Semi Finals. All Semi finalists in Speech events will also receive awards.

·       Speaker Awards will be given to the top 3 debaters in CX, LD, and PF.  

·       Team trophies will be awarded to the top 3 teams.

SCHEDULE
Registration will take place on Friday, November 13th from 3:30pm to 4:15pm.  All rounds will begin at 5pm.   Saturday, November 14th – rounds are scheduled to begin at 8:00am in Debate and extemp and 8:30am in all other events including Congress.  Awards are scheduled for 7:00pm on Saturday.

BREAKING & FINALS IN SPEECH EVENTS
At the conclusion of the fifth preliminary round, the top 12 students in each event will advance to a semi final round.  To determine the students who break to semifinals we will first evaluate cumulative ranks.  Any ties will be broken first by speaker ratings and then by speaker points.  

The top three from each semifinal will move onto the final round.  This tournament is NOT cumulative.

Awards will be determined by the final round judges’ scores only.  Thus, awards are not based upon a competitor’s cumulative scores from preliminary and final rounds.

BREAKING & FINALS IN DEBATE

At the conclusion of the fifth preliminary round, all undefeated teams will advance to the quarter (see the tie-breaking scheme below). We will have three judge panels in break rounds and winners advance. We WILL NOT BREAK THE BRACKET.  The policy of the tournament is that the higher seed rolls over the lower seed if both teams are from the same school.
Tie-breaks will be determined by 1) W-L record, 2) Strength of Opposition, 3) Speaker Ranks (CX/PF),
4) Speaker Points.    

SPEAKER AWARDS IN DEBATE

The top 3 speakers in CX and LD debate will be determined from cumulative scores in points from the first five preliminary rounds.  Scores from break rounds will not be included in the determination of speaker awards.  Breaking ties is a complicated process, but it takes into consideration speaker ranks (CX only) and whether the points were earned in a win or a loss.

•    Congress – finalists 2pts each
o    Outstanding Speaker = 6pts; Superior Speaker = 5 pts; Nomination = 1pt
•    Speaker Awards
o    Top speaker in CX and LD = 2 pts

PRE-REGISTRATION:
    Pre-registration will take place at www.speechwire.com   enter early.  Fees will be assessed based on the entries as of Friday, November 6th by 5pm.  Please make sure that you enter student names online.  Students in Events are allowed to double enter.
