Hello Coaches,
 
I am pleased to invite you and your team to the second annual Bishop Dwenger Speech Tournament. 
 
Entries:  Entries are due by Tuesday, February 2nd at 4:00 P.M. After that, only name changes and drops will be accepted. All registration will be done on Speechwire.com.  Please text last minute drops to me ASAP at 260.494.7615.
        
 
Judges: Please bring one judge for every five entries or fraction thereof (6 entries = 2 judges).  
 
Events:  All IHSFA Speech Events will be offered as well as Informative and POI.
All events will have three preliminary rounds and a final.
 
Divisions:       Only Varsity will be offered at this tournament. 
 
Caps:  Maximum number of entries we can facilitate 225.  Each team is permitted 4 entries per event (no exceptions).  Each team is also limited to a maximum of 40 entries overall.  After we have reached our maximum capacity we will no longer be able to accept entries.  
 
Broadcasting: 
 
Radio
 
Round 1: Commercial, 1 minute advertising an online dating service
 
Round 2: Editorial, 2 minutes on the music industry 
 
Round 3: Newscast: 3 minutes of current news
 
Final Round: On-the-spot, one minute prep, two minutes to speak

Round 1: The United States Congress: 
Should riders in congressional legislation be made illegal?
 
Round 2: The President of the United States:
All of you make up an advisory committee that has been put together to assess President Obama's cabinet. As a result of budget cutbacks and an overall desire to trim the fat off of the bureaucracy, you have a been given a simple task. 
 
Here is a list of ten government agencies.
 
1. The Department of Agriculture
2. The Department of Commerce
3. The Department of Education
4. The Department of Energy
5. The Department of Health and Human Services
6. The Department of Homeland Security
7. The Department of Housing and Urban Development
8. The Department of Labor
9. The Department of Interior
10. The Department of Transportation
 
You get to keep SIX of them. The rest will be cut. Go.
 
Round 3: The United States Supreme Court:
Should there be a mandatory retirement of justices after eighteen years on the Supreme Court bench with one justice retiring every other year?
 
Final Round: Presidential Elections
Should the electoral college be abolished and replaced with direct election?

Doubling: Students may not double in Discussion.  Extemp students may only double in Impromptu or Original Oratory. Extemp students should all report to the prep room first, speak, and be excused to go to their second event.  Radio contestants may double but should report to radio first. All other IHSFA rules apply.  Everyone doubles at their own risk.
 
7:00-8:00 am:   Registration
8:00am: Extemp Prep
8:30am:  Round 1 for all events. 
 
 
Awards:  Awards will be given to the top 5 teams. Sweepstakes points will be awarded on the 6-5-4-3-2-1 basis. Because our school does not have an auditorium, the awards ceremony will take place in the cafeteria.
