NYCUDL Middle School City Championships Institute of Collaborative Education
On behalf of the New York City Urban Debate League & Institute of Collaborative Education, you are cordially invited to the NYCUDL Middle School City Championships on May 15 & 16, 2015 for two days of exciting, fun and intense debate excitement.
We will offer four debate formats: Public Forum, Policy Debate, Parliamentary debate and Student Congress
Judges’ training will be available for individuals interested in judging public forum, policy, parliamentary debate and student congress.

ONLINE REGISTRATION DEADLINE FOR ALL ENTRIES IS 5PM – May 13th, 2015
Once registration is closed on Wednesday May 13th at 5pm, you may still drop or change the names of your entries and judges, but you may not add any additional names. Judging Assignment Each school must provide one judge for every two teams competing. Additionally, all judges are obligated through the first elimination round and also one round past the school’s elimination in elimination rounds (Policy/PF/Parli).
All judges are obligated through all sessions in student congress.
There will be judge training for new/inexperienced judges. Providing a judge for training may also count toward fulfillment of your judging assignment.
Judges must check in on the afternoon of the first day of the tournament by 3:30pm, for Policy and Public Forum and must check in again by 9:00am, the latest on Saturday. Eligibility Students participating in the 2015 NYCUDL Middle School City Championships are eligible to complete under the following requirements:
General requirements
Division requirements Students participating in the novice division must be in their FIRST YEAR IN DEBATE. Students participating in the advanced division are students competing in either their first, second or third year in debate, under the discretion of the coach.
Entry limits Schools can register up to 2 teams per division, per event (for the exception of Student Congress, schools can register up to 4 individual students)
Any school in violation of these requirements will have their registration rejected from the tournament.

Policy Debate NSDA 2014-2015 Topic: Oceans – Resolution: The United States federal government should substantially increase its non-military exploration and/or development of the Earth’s oceans. Parliamentary/Worlds Debate PRELIM ROUNDS • This House would abolish the death penalty. • This House believes smart technology is making us dumb. • This House would permanently ban fracking. ELIM ROUNDS (Picked from the Pool of 10 topics) • This House believes illegal immigrants should be allowed to stay in America. • This House believes charter schools do more harm than good. • This House believes it is unethical to eat meat. • This House will legalize assisted suicide. • This House would decriminalize recreational drug use. • This House believes youth competitive sports do more harm than good • This House supports genetically modified food. • This House believes America is on the decline. • This House believes police offers should be required to wear body cameras. • This House would prohibit children from using social media. LATE ARRIVAL POLICY
Once check-in closes at 3:30pm- late arrivals will forfeit the first round and will debate round 2 (even if only late by a few minutes). During round 1, late arrivals should observe and flow debates.
We must emphasize this rule in order to have an efficient, timely and well-managed tournament. Please oblige to this request.
