DEFINITIONS:

For the purpose of this tournament, we will use the following classifications for debaters.  These are not absolute, but are recommended to ensure fair competition within each division; questions about entries should be addressed to the appropriate parties at the end of the invitation.

Novice:

Novice is defined as those students with 74 or fewer NFL points.

Junior Varsity:

JV is defined as those students with 75 to 249 NFL points.

Varsity:

Varsity is defined as those students with 250 or more NFL points.

TOPICS/RESOLUTIONS:

This tournament will use the NSDA resolutions and follow NSDA rules (with a few noted exceptions).

Policy Debate:

CX will use the 2014-15 topic – Resolved: The United States federal government should substantially increase its non-military exploration and/or development of the Earth’s oceans.  Standard NSDA rules apply (8-3-8-3-8-3-8-3-5-5-5-5), but with five (5) minutes of preparation time per side.

We will limit novice affirmative teams to the following NFHS recognized case areas:

1. Accede to (or ratify) the UN Convention on the Law of the Sea (Treaty) so that resources of the Arctic can be developed by the U.S.; or

2. Increase development of offshore aquaculture in U.S. ocean waters; or

3. Increase federal oil and/or gas leasing on the outer continental shelf; or

4. Increase offshore renewable energy development (offshore wind, ocean thermal gradients, wave power, or tidal barrages).

Lincoln-Douglas Debate:

LD will use the November/December 2014 topic – Resolved: The "right to be forgotten" from Internet searches ought to be a civil right.  Standard NSDA rules apply (6-3-7-3-4-6-3), but with four (4) minutes of preparation time per side.

Public Forum Debate:

PF will use the November 2014 topic – Resolved: On balance, the benefits of genetically modified foods outweigh the harms.  Standard NSDA rules apply (4-4-3-4-4-3-2-2-3-2-2), with two (2) minutes of preparation time per side.

Congressional Debate:

Varsity congress will select which bills it will debate from the list of ALL IHSFA bills/resolutions.  It must debate a bill for at least 60 minutes before calling the previous question.  Each contestant must stand for one (1) minute of questioning from one (1) opposing debater upon delivering a speech.

Novice congress will debate the following bills: #2, #3, #4, #8, #13 and #15.  It must debate a bill for at least 45 minutes before calling the previous question.  Each contestant must stand for one (1) minute of questioning from the chamber upon delivering a speech.

Speakers and questioners will both be recognized using standard primacy/recency procedures.  Primacy will reset at the conclusion of the first session.

JUDGES:

Please bring one judge for every two entries in CX, and one judge for every four entries in LD and PF, and one judge for every five entries in SC.  An extra entry above these limits requires bringing an additional judge.  Varsity debaters will be allowed to judge novice.  Judges are not to leave the judges’ lounge between rounds; we may need an available judge to cover a debate or we may have questions about an incomplete ballot.

AWARDS:

The top eight contestants/teams in each division of each event will be recognized.  If it is necessary to combine divisions to facilitate competition, the top six in each division will still be recognized.  The top eight individual debaters in each division of policy and public forum debate will also be recognized with speaker awards.

The top five teams/schools will also be recognized.  Team points will be based upon the wins earned by the top three debaters/teams in each debate division and the finishes of the top three contestants in congress (7th/8th = 1 point, 5th/6th = 2 points, 3rd/4th = 3 points, and 1st/2nd = 4 points).

FOOD:

There will be plenty of food and beverages available for purchase and consumption at the school; so come hungry and bring plenty of small bills.  Sealable water bottles are permitted in debate rounds, no other food or drink is permitted outside of designated areas.

REGISTRATION:

We are using Speechwire.com for registration and scheduling.  Your entry is due no later than Tuesday, November 11 at 5:00 PM.  Because we are running multiple divisions in all events and because it may be necessary to collapse divisions in order to provide better competition, the sooner you are able to register, the better.
