I have judged debate at novice and varsity levels for more than 4 years in both speech and debate events. In debate, I focus heavily on the argument presented and its underlying citing supports, with a preference for reality-based arguments. If I cannot understand arguments made because of speech rate, I prefer not to include them in my judging criteria. I generally take notes on broad argument structure instead of keeping a rigorous flow of argument.
In general, the most persuasive arguments for me are those that are organized, well thought out, well supported through source citation, and are grounded in reality. If the argument has the above, I value presentation and argument equally.
In terms of expectations, I prefer debaters to manage their own time so that I can fully listen to argumentation. I expect all parties to engage respectfully with one another and follow the rules of the competition without prompting from me.
