NYCUDL Citi High School Championship

On behalf of the New York City Urban Debate League & Institute of Collaborative Education & the Citi Foundation, you are cordially invited to the NYCUDL City High School Championship on March 12th-13th, 2016 for a day of exciting, fun and intense debate excitement.

 

We will offer two debate formats: Public Forum and Policy Debate.

 

Judges’ training will be available for individuals interested in judging prior to your stated shift.

GENERAL REQUIREMENTS

  • All participants are required to have competed in three (3) UDL sponsored tournaments during the 2015-2016 season in order to compete (NOTE: If a team has competed in two (2) tournaments, the City Championship can be counted as the third tournament).

  • Students must have submitted their NYCUDL consent forms prior to competing.

  • All students competing in the City Championship must be representing their ENROLLED HIGH SCHOOL located in one of the five boroughs in New York City (Manhattan, Queens, Bronx, Brooklyn or Staten Island). NO INDEPENDENT ENTRIES ARE ALLOWED.

  • All teams/schools are required to attend both days of the tournament until the end of preliminary debate (or when teams are eliminated from the tournament. Teams/schools are not allowed to attend only one day of the tournament (e.g. attend Friday but not Saturday or vice-versa.)

  • Each school can send up to two (2) teams per division in Public Forum and/or Policy Debate.

 

 

THE TOURNAMENT HAS THE RIGHT TO REJECT TEAMS/SCHOOLS FROM COMPETING IF THEY DO NOT MEET THIS REQUIREMENT.

 

DIVISIONS OFFERED AT THE CITY CHAMPIONSHIP

 

There will be TWO divisions offered at the City Championship, Novice and Varsity.

 

The student should be entered in Varsity division if:

  1. The student has competed in a previous season of debate (in or outside of the NYCUDL)

  2. The student has three or more times ranked in the top 15 (individual teams) or ranked in the top 20 (speaker awards).

  3. The student is partnered with 1 or 2 other speakers (depending on event) who qualifies as Varsity.

  4. Open to all students

 

The student should be entered in Novice division if:

  1. All debaters on the team are first year debaters. 
  2. A student compete in one (1) tournament in a previous season. 

 

Coaches can bump a novice debater to the varsity level but CANNOT bump down a varsity debater. 

 

EVENTS OFFERED AT THE CITY CHAMPIONSHIP

 

There will be two events offered at the City Championship:

1)   Public Forum Debate

2)   Policy Debate

 

ONLINE REGISTRATION DEADLINE FOR ALL ENTRIES IS 5PM – March 8th, 2016

 

To ensure the highest quality of tournament experience, once registration is closed on Tuesday March 8th at 5pm, all teams interested in competing will be placed on a waitlist until the tournament has enough space to accommodate additional teams.

 

NOTE: IF A SCHOOL REGISTERED FOR THE TOURNAMENT AND DOES NOT PROVIDE TEAMS ON THE REGISTRATION, THE REGISTRATION WILL BE CONSIDERED INCOMPLETE AND WILL NOT ACCEPTED THEREFORE MAKING THE SCHOOL INELIGIBLE TO COMPETE. THIS RULES APPLIES TO THE JUDGING REQUIREMENT AS WELL.

 

 

Judging Assignment

Each school must provide one judge for every TWO teams competing.

 

There will be judge training for new/inexperienced judges.  Providing a judge for training may also count toward fulfillment of your judging assignment.

 

Judges must check in on the morning of the tournament; 9:00am on Saturday.

 

All judges are obligation to judge into elimination round, up to the final round for all events.

Public Forum:

March 2016 Topic – East Asia - Resolved: The United States should withdraw its military presence in Okinawa.

 

Policy Debate

NSDA 2015-2016 Topic: Surveillance – Resolution: The United States federal government should substantially curtail its domestic surveillance.

 

 

LATE ARRIVAL POLICY

 

Once check-in closes (at 9:00am on Saturday) Late arrivals will forfeit the first round and will debate round 2 (even if only late by a few minutes).  During round 1, late arrivals should observe and flow debates.

 

We must emphasize this rule in order to have an efficient, timely and well-managed tournament.

 

AWARDS

 

Speaker points will be on the scale of 30 points. Half points are allowed but no 1/10th points are allowed. Ranks will be on the scale of 1-4. Debaters cannot have the same ranks.

 

We will provide awards for top speakers, participants of elimination rounds and teams with winning records that did not clear to elimination rounds.
