OO's and Informative speeches as well as their paperwork can be submitted the day of the meet that is fine. Have them printed and ready to turn in. Don't email them or mail them. Just bring them the day of. 

Bring Double-Entry forms with you on the day of! - That means printed off and ready to turn in.
