Welcome to the COD Frank-ly Speaking Parliamentary Debate Tournament!

GENERAL INFORMATION

PARTICIPATION:

Any regularly enrolled student with less than four years college debate experience may enter the tournament.   Schools who wish to enter an odd number of debaters are encouraged to contact other schools to build hybrid teams. While we are not able to guarantee the availability of hybrid partners, the tournament will assist in the creation of hybrid teams if individual names are submitted and to the extent that partners become available. Depending on the number of individual students entered, the tournament will potentially schedule the last individual student entered as a maverick team. Only one maverick will be allowed to enter the tournament. A maverick entry will incur full registration fees.

EVENT RULES:

Phi Rho Pi Parliamentary Debate descriptions will govern event operation.  For complete information on the web, visit http://www.phirhopi.org, including the use of electronic sources during preparation and 5 resolutions per round (2 value, 2 policy, 1 metaphor). Teams are NOT allowed to consult coaches OR teammates during preparation time but are allowed access to the internet. While consultation with the internet is allowed, internet access is not guaranteed. There will be NO central draw; resolutions will be given at the beginning of each round and striking will occur in-round. Competitors need to be on time to rounds.

ELIMINATION ROUNDS

There will be both Open and Two-Year Divisions.  The teams with the best records will advance to the Open Division Final Rounds.  Standard tiebreakers will be used.  We will offer as many finals (quarters, semis, and finals) in the Open Division as tournament size allows. The remaining top 2 teams from a community college with the best record that have not advanced into the Open finals will advance to the Two-Year final.  Again, standard tie breakers will be used.  Awards will be given to all teams advancing to a final round.

AWARDS:

Trophies will be awarded to the top 6 speakers in the tournament regardless of school affiliation.  Trophies will be awarded to the top 2 teams in the Open final and the top 2 teams in the Two-Year final.
