On behalf of the New York City Urban Debate League & Institute of Collaborative Education you are cordially invited to the NYCUDL City Middle School Championship on March 18-19th, 2016 for a day of exciting, fun and intense debate excitement.

 

We will offer three debate formats: Public Forum, Parliamentary and Congressional Debate.

 

Judges’ training will be available for individuals interested in judging prior to your stated shift.

GENERAL REQUIREMENTS

  • All participants are required to have competed in three (3) UDL sponsored tournaments during the 2015-16 debate season in order to compete. (Note: If a team has competed in two (2) tournaments, the City Championship can count as the third tournament.) THE CONGRESSIONAL DEBATE DIVISION IS AN EXCEPTION TO THIS RULE.

  • Students must have submitted their NYCUDL consent forms prior to competing.

  • All students competing in the City Championship must be representing their ENROLLED MIDDLE SCHOOL located in one of the five boroughs in New York City (Manhattan, Queens, Bronx, Brooklyn or Staten Island). NO INDEPENDENT ENTRIES ARE ALLOWED.

  • All teams/schools are required to attend both days of the tournament until the end of preliminary debates (or when teams are eliminated from tournament. Teams/Schools are not allowed to attend only 1 day of the tournament (e.g. attend Friday but not Saturday or vice-versa).

  • Each school can send up to two (2) teams per division in Public Forum and Parliamentary debate.

  • Each school can send up to four (4) students for Congressional Debate.

 

THE TOURNAMENT HAS THE RIGHT TO REJECT TEAMS/SCHOOLS FROM COMPETING IF THEY DO NOT MEET THIS REQUIREMENT.

 

DIVISIONS OFFERED AT THE CITY CHAMPIONSHIP

 

There will be TWO divisions offered at the City Championship for Public Forum and Parliamentary Debate, Novice and Varsity.

 

There will be ONE division offered at the City Championship for Congressional Debate, Open.

 

The student should be entered in Varsity division in Public Forum or Parliamentary Debate if:

  1. The student has competed in a previous season of debate (in or outside of the NYCUDL)

  2. Open to all students.

The student should be entered in Novice division if:

  1. All debaters on the team are first year debaters.

  2. A student compete in one (1) tournament in a previous season.

 

Coaches can bump a novice debater to the varsity level but CANNOT bump down a varsity debater.

 

EVENTS OFFERED AT THE CITY CHAMPIONSHIP

 

There will be three events offered at the City Championship:

1)   Public Forum Debate

2)   Policy Debate

3) Congressional Debate


 

ONLINE REGISTRATION DEADLINE FOR ALL ENTRIES IS 5PM – March 15th, 2016

 

To ensure the highest quality of tournament experience, once registration is closed on Wednesday March 15th at 5pm, all teams interested in competing will be placed on a waitlist until the tournament has enough space to accommodate additional teams.

 

NOTE: IF A SCHOOL REGISTERED FOR THE TOURNAMENT AND DOES NOT PROVIDE TEAMS ON THE REGISTRATION, THE REGISTRATION WILL BE CONSIDERED INCOMPLETE AND WILL NOT ACCEPTED THEREFORE MAKING THE SCHOOL INELIGIBLE TO COMPETE. THIS RULES APPLIES TO THE JUDGING REQUIREMENT AS WELL.

 


 

Judging Assignment

Each school must provide one judge for every TWO teams competing.

 

There will be judge training for new/inexperienced judges.  Providing a judge for training may also count toward fulfillment of your judging assignment.

 

Judges must check in on the morning of the tournament by 4:00PM on Friday and again by 9:00am on Saturday.

 

Judges are required to stay in the tournament up to the final round of the tournament.

March 2016 Topic – East Asia - Resolved: The United States should withdraw its military presence in Okinawa.

 

Parliamentary Debate

PRELIMINARY ROUND MOTIONS

  • This House would declare English as the official language of the United States.

  • This House believes nature has more influence than nurture.

  • This House would disarm the police.

 

CITY CHAMPIONSHIP ELIMINATION ROUND MOTIONS POOL

  • This House would ban animal testing.

  • This House would repeal the Second Amendment.

  • This House would ban homework for elementary school students.

  • This House would try and punish juvenile offenders as adults.

  • This House would implement year-round school.

  • This House believes all public colleges and universities should be free.

  • This House would “ban the box” (inquiring about criminal record on job applications).

  • This House would adopt a carbon tax.

  • This House would reinstate the draft.

  • This House would raise the minimum wage.

 

Congressional Debate

The “topics” are pieces of legislations that are submitted by the participants and/or league. All legislation should be emailed to tylerbeattie@gmail.com by Saturday March 5. The Congress legislative packet will be emailed out by Monday March 7th.

 

LATE ARRIVAL POLICY

 

Once check-in closes at 4:00pm for all events. Late arrivals will forfeit the first round and will debate round 2 (even if only late by a few minutes).  During round 1, late arrivals should observe and flow debates.

 

We must emphasize this rule in order to have an efficient, timely and well-managed tournament.

 

AWARDS

 

Speaker points will be on the scale of 30 points. Half points are allowed but 1/10th points are not allowed. Ranks will be on the scale of 1-4 in Public Forum and 1-6 in Parliamentary debate. Debaters cannot have the same rank but can have same speaker points.

 

We will provide awards for top speakers, participants of elimination rounds (supersession for Congressional debate) and teams with winning records that did not clear to elimination rounds.
