Speech and Debate Colleagues,
On behalf of the Independence Community College Director of Forensics Konye Ori, and Jordan Christiansen and Kenny Hopkinson, Hutchinson CC Debate and Forensics Coaches, we cordially invite you to participate in the 6th annual Junior Varsity National Tournament to be held on our campus in Hutchinson, KS March 11-13, 2016. This weekend will be offering NPDA, IPDA, NFA LD, and all of the AFA IE events.
The primary goal of this tournament is to offer a complete/full nationals experience at the expense of a regular season tournament for first and second year competitors. It has come to our attention that budget and travel commitments for competitors and coaches for two, and four year, programs can limit opportunities for students and programs to showcase year long efforts. Therefore, we would like to forward this option that keeps budget, travel time and expense in mind.
This tournament is open to and welcomes first and second year competitors from any collegiate program.
Hutchinson Community College has more than adequate space to host a large tournament with over sixty available competition rooms and the local community has many interesting offerings in order to accommodate and entertain your teams.

Experimental Event – Improvised Duo Interpretation
Rationale: The goal of “Improvised Duo Interpretation” is to provide the opportunity for a group event in forensics that incorporates team elements of competition within an individual event. The goal of the event is to incorporate elements of Duo Interpretation and Limited Preparation Events to demonstrate adaptability, innovation, and storytelling skills.
Concept: Student teams will draw 1 scene and 2 character prompts. The students then have up to 2 minutes to prepare a presentation of up to 5 minutes. Time begins when the students have their prompts. Performance time begins on the first line delivered as performance. Time signals should be given as they traditionally are in limited preparation events. No make-up, costumes, props, tables or chairs, or physical elements of the room may be used as props. Competitors may use eye-contact and have physical interaction when appropriate.

Student Eligibility
Students are eligible if they are in their first two years of collegiate competition. If students have competed in regular season tournaments after attending two nationals tournaments in separate years, they are no longer eligible.

Entry Fees
|
IE: $8 per slot $12 per uncovered slot 1 Judge covers 6 total slots.
-Each Improv Duo is team counts as an individual IE entry.
IPDA: $30 per covered entry (1 judge covers 2 entries) Judge Fee: $60 per uncovered entry
LD:$30 per covered entry (1 judge covers 2 entries) Judge Fee: $60 per uncovered entry
Parli:$50 per covered team (1 judge covers 2 entries) Judge Fee: $100 per uncovered entry.
Judges
-On Friday Judges can count as either an IPDA or Parli Judge, but not both. (Parli and IPDA Judges can count as an IE or LD judge on Saturday and Sunday as Parli/IPDA outrounds do not conflict with the schedule. Parli/IPDA Judges still maintain their obligations on Saturday and Sunday even if they have moved to the LD or IE pools.
-On Saturday and Sunday-Judges can count as either an IE Judge or LD Judge but not both.
Each school entering will be assessed a 1 time School Fee of $25 in addition to event entry fees.

Meals
|
Meal Tickets for the HCC Cafeteria can be purchased in advance at a fee of $5.50 per person/per meal. Teams are welcome to leave campus-lunch times have been extended from previous year’s tournaments.

Awards
|
-Individual Sweeps: Any student entered in four or more IE events will be eligible for quadrathon. Point totals from all events will be added to determine places 1st - 10th. The top ten speakers will be given awards for debate.
-School Sweeps: Team Awards will be given out based on total point accumulation for debate and forensics. Teams do not need to have both in order to be eligible. 1st – 5th will be awarded in three divisions which will be divided based on total entry size.

IE Elimination Rounds - 1st 12 points, 2nd 10 points, 3rd 8 points, 4th 6 points, 5th 4 points, 6th 2 points, and semifinalist/below 6th – 1 point.

Conflicts
|
-Students may only be entered in 2 IE events per flight.
-If a student is participating in LD debate, they are not allowed to enter in IE events during flight A or flight C, but may enter in up to 2 IE events in flight B
-Two duos counts as two entries.
-Students who are entered in NPDA or IPDA do not have any conflicts with the IE schedule and are allowed to enter up to two IE events per flight.

Internet Access
|
Internet Access is not allowed for preparation in Extemporaneous Speaking. Internet Access is allowed for debate preparation when and where appropriate.

|

Tie-Breaking
|
IE: Students will advance to elimination rounds based on low cumulative ranks, then inverse reciprocals, and then high cumulative speaker points.
Ranks in Finals rounds will be determined based on majority of 1’s, then low cumulative ranks, then Judges Preference, high cumulative speaker points, drop high points, drop low points.

Breaking
|
This tournament believes forensics and debate are meant to be educational activities and ballots provided are part of that education. Therefore when advancing competitors to finals we will err to the standard 6. If ties after cumulative rank, inverse reciprocals, and cumulative rate would result in 9 or more being eligible to advance, adjustments may be made. Events with 8 or more entries will have preliminary and final rounds. Events with 7 or fewer entries may break straight to finals, but still receive 3 ballots. Any event with 40 or more entries will break to semi-finals.

Judging
|
All IE school judges are responsible for judging 1 round beyond elimination of competitors. In IE’s judges are obligated to cover all flights of finals if students were entered in prelims.

Even Sections
|
In prelims students will be ranked to 5. Ranks below 5 will be evened to 5.

Individual Sweeps
|
Individual sweepstakes will be awarded based on cumulative points accrued in prelims and finals in any events a competitor is entered in-no entry # requirements. Ties will be broken on # of events in finals/placings in finals/head-to-head finals.

Debate Rules
|
IPDA rules outlined in the IPDA constitution will be followed can be accessed at: ipdadebate.info Times will follow the standard 5-2-6-2-3-5-3 format. No prep time during debate.
Standard NPDA times will be used (7,8,8,8,4,5) with 15 minutes prep before the round. Topics will be mass announced at a location specified at registration. No maverick competitors will be allowed.
Standard NFA LD times will be used (6,3,7,3,6,6,3) with 4 minutes of prep for each side.
Rounds 3-5 in each style of debate will be Hi-Hi power matched. We will not break brackets.

Debate Divisions
|
As it is the end of the year there will be 1 open division (JV) for each style of debate. There will not be a professional division for IPDA.

Debate #’s
|
For IPDA to run we require that there be at least 10 entries from 5 schools. One school cannot make up more than 50% of the field. We reserve the right to request entry adjustments.
For NPDA to be held we will need to have at least 12 teams from 4 schools (One school cannot make up more than 50% of the field). For NFA-LD and IPDA to be held we will need to have at least 10 entries from 4 schools. (One school cannot make up more than 50% of the field).
The following system will be used to determine debate breaks; 2 – 7 teams, Finals, 8-14 teams, Semifinals, 15 – 28 teams, quarterfinals, 29 – 55 teams, Octafinals.

ORAL CRITIQUES
|
We expect that NO ORAL CRITIQUES be given until the ballot for the round has been turned into the ballot table. If the ballot for the round has not been submitted by the judge before the start time for the next round has started, the round may incur a double-loss. There is opportunity for critique in between rounds and throughout the competition day. Additionally, if competitors are not present for draw, topic announce, or round start time for reasons that are under their control, they may be given a loss for that round.

Judging
|
Judges are to be responsible and available for every preliminary round. Schools are responsible to judge 1 round beyond elimination of competitors.
