You and your team are invited to the Penn High School Invitational Debate Tournament to be held on October 17th, 2015. Registration will begin at 7:30 a.m. and Rd. 1 will begin at 8:30. Penn High School is in the Eastern Time Zone. The entry deadline is 3:00 p.m. Wednesday October 14th. Entries are to be made through Speechwire. Policy Debate, Lincoln Douglas Debate, Public Forum Debate and Student Congress competitions will be offered. We will not be offering World Schools Debate. There will be a Varsity and a Novice division in each. A novice debater is a student who has never debated competitively before. Any previous debate competition experience makes that student a Varsity debater regardless of the event. 
 
PLEASE NOTE: We will be debating the standard NSDA topics in all divisions, NOT the set novice topics suggested by NSDA
 
Public Forum will debate the September/October topic concerning reparations to African Americans. 
Lincoln Douglas will debate the September/October topic concerning adolescents and autonomous medical choices. 
Both Divisions of Congress will debate IHSFA Bills #6, 12, 13, 14.
Policy Debate will use the Domestic Surveillance resolution with Novice debaters limited to the IHSFA recognized restrictions. 
 
Penn High School will provide Congress Presiding Officers for the tournament. 
 
****Judges****
One judge is required for every 4 debaters or portion thereof. 5 debaters = 2 judges. One Policy or Public Forum team = 2 debaters. Please try to bring judges who can judge all events. Notre Dame plays USC that date and I will not have as many (if any) extra judges on hand. We will be in need of debate event judges more than we will need Congress type judges. In fact, I will not need any Congress judges as Penn will supply them all. 
 
A limited amount of student judges will be allowed if they currently have over 250 NSDA points. They will only be allowed to judge Novice competition.
 
Ribbons will be provided to the top debate entries in each event. No sweepstakes awards/trophies will be awarded. 
 
Lunch concessions will be available for students. The money generated from the concessions help fund our program. Please plan on having your students patronize it. There will be a coaches/judges lounge. PLEASE PLAN TO STAY AT THE TOURNAMENT AND NOT LEAVE THE BUILDING.
