RE: 2015 NCC Speech Contest

ENTRIES:  Schools may enter contestants via speechwire.com. Click on the Nebraska Capitol Conference tournament link and enter your entries online.  Entries are due by February 7, 2015.  (Per NCC Constitution entries are due 14 days prior to the contest.) Schools may substitute for entries prior to and on the day of the contest for entries submitted by the deadline.  NO ADDITIONS will be allowed after the deadline or on the day of the contest.

Each participating school is allowed a maximum of two entries per event.  A contestant may be entered for a maximum of two events (either or both may be individual or group events).  Contest will abide by all NSAA event rules pertaining to a speech contest.

SECTIONS: Two sections will be run for each event that has more than eight entries; the top two contestants from each section will advance to finals.  If any event has eight or fewer entries, that event will have only one section, with that section serving as finals for that event.

JUDGES: Six judges are hired for the conference competition. Judges will assign ratings points and place rank to all contestants.  No ratings points score less than 30 shall be given.  Judges shall provide constructive written comments of all participants.  There will be no oral critiques.  One judge will be assigned to each section of the preliminary round for all events.  Two judges will be assigned for each final round for all events.  Judges will be assigned different events for prelims and finals.

CODING:  Double coding will be used to designate schools and contestants.

SPEAKING ORDER:  Placement in speaking order for prelims and finals will be by draw except when random placement by draw would prevent a contestant who is double entered from participating in both events.

SCORING: To determine the conference team champion and runner-up, a point system will be used.  Team scoring shall include both preliminary and final rounds.  Each entry will receive team points in the preliminary rounds as follows:

Superior---------4 points

Excellent--------3 points

Good-------------2 points

Entries will receive team points in the finals rounds as follows:

1st Place---------4 points

2nd Place--------3 points

3rd Place--------2 points

4th Place--------1 point

If only one round is held for an event, finals points will be awarded in addition to preliminary round points.

If there is a tie for championship and/or runner-up honors, the following steps will be used to determine the finish:

a.      The school with the most superior ratings will be the winner.

b.      The school with the most excellent ratings will be the winner.

c.       The school with the most good ratings will be the winner.

d.      The school with the most fair ratings will be the winner.

e.      If a tie still exists, the affected school will finish with a tie.

AWARDS:  Team championship and runner-up plates will be awarded.  Championship medals will be awarded to each member of the first place team.  Medals will be awarded to the top four speakers in each event (individual and group). Certificates will be awarded for all superior ratings.

Protests regarding the decisions of judges will not be heard.  Errors in computation, which prevent a contestant from being placed in the finals, must be brought to the attention of the tournament director prior to the beginning of the finals round.

When finals have been completed, team points calculated, winners announces and awards issued, the results are final and no changes can be made in individual placement unless a correctable error as defined by NSAA is discovered.  The remedy for correctable errors shall be that specified by NSAA.

TAB ROOM: The tabulation room will be off limits to student participants.  Coaches will have access and may check ballots as they are processed.

HOSPITALITY/CONCESSIONS:  A concession stand will be available for contestants and spectators.  A hospitality room will be provided for judges, coaches, and tournament officials.

ROOM ASSIGNMENTS:  Identification of competition rooms, contestant commons area, registration area, etc. will be provided prior to or on the tournament date.  Building maps will be included.
