**New policy regarding Beginner/Advanced Divisions

There will be Beginner and Advanced Divisions of MS Parliamentary Debate.  Under our new league policy, students must be designated “advanced” if they have previously competed in three tournaments or more.  Students may be designated “advanced” earlier upon coaches’ discretion.  Coaches should anticipate the beginner division phasing out by second semester.

Judging Assignment

Each school must provide one judge for every two teams competing.

There will be judge training for new/inexperienced judges.  Providing a judge for training may also count toward fulfillment of your judging assignment.

Judges must check in on the morning of the tournament by 9:00am, the latest.

Rules Changes to Middle School Parliamentary

• Rebuttal speeches are now four minutes instead of three.

• The 30-second prep time between speeches has been eliminated; speakers must begin immediately

• Use of technology is not permitted from the topic announcement until the last ballot is in.  All research materials must be printed.  This is key to maintaining competitive equity.
