**New policy regarding Beginner/Advanced Divisions

There will be Beginner and Advanced Divisions of MS Parliamentary Debate.  Under our new league policy, students must be designated “advanced” if they have previously competed in three tournaments or more.  Students may be designated “advanced” earlier upon coaches’ discretion.  Coaches should anticipate the beginner division phasing out by second semester.

Judging Assignment

Each school must provide one judge (3 rounds) for every two teams competing (or fraction thereof, as in 1 judge for 1 team, 2 judges for 2-3 teams, 3 judges for 4-5 teams, etc.).

Judges must check in on the morning of the tournament by 9:00am.

Rules Changes to Middle School Parliamentary

• Rebuttal speeches are now four minutes instead of three.

• The 30-second prep time between speeches has been eliminated; speakers must begin immediately

• Use of technology is not permitted from the topic announcement until the last ballot is in.  All research materials must be printed.  This is key to maintaining competitive equity.

TOPICS

MS PARLIAMENTARY

• Arts and Humanties Month topic: The house believes that artisitc expression should never be censored.

• The house should NOT ban cell phones in NYC schools.

• The house believes adults should have the right to carry a concealed handgun.

ELEMENTARY

• Cell phones should be allowed in NYC schools.

LATE ARRIVAL POLICY

Once check-in closes (at 9:00am) – late arrivals will forfeit the first round and will debate round 2 (even if only late by a few minutes).  During round 1, late arrivals should observe and flow debates.

We must emphasize this rule in order to have an efficient, timely and well-managed tournament.  Please oblige to this request.

Speaker points will be on the scale of 30 points.
