The Munster High School Debate Team will host an Open Debate Tournament on Saturday, November 16, 2013.  The tournament will feature competition in policy (CXD), Lincoln-Douglas (LDD), and public forum (PFD) debate at the varsity, junior varsity and novice levels and congressional debate (SCD) at the varsity level.

Rounds I and II will be randomly paired; round III will be power matched high-high based on the results of round I; round IV will be power matched high-high based on the results of round I and II.

DEFINITIONS:

For the purpose of this tournament, we will use the following classifications for debaters.  This is not a requirement but a recommendation to ensure fair competition within each division.  If you have questions about a particular student, please ask us.

Novice:

Novice is defined as those students with 74 or fewer NFL points or five (5) or fewer previous tournaments of experience (for only those schools without NFL chapters).  Think first year debaters.

Junior Varsity:

JV is defined as those students with 75 to 249 NFL points or twelve (12) or fewer previous tournaments of experience (for only those schools without NFL chapters).  Think second year debaters.

Varsity:

Varsity is defined as those students with 250 or more NFL points or 13 or more previous tournaments of experience (for only those schools without NFL chapters).  Think third and fourth year debaters.

 

TOPICS/RESOLUTIONS:

This tournament will use the NFL resolutions and follow NFL rules (with a few noted exceptions).

Policy Debate:

CXD will use the 2013-14 NFL topic – Resolved:  The United States federal government should substantially increase its economic engagement toward Cuba, Mexico or Venezuela.  Standard NFL rules apply (8-3-8-3-8-3-8-3-5-5-5-5), but with five (5) minutes of preparation time per side.

Novice policy debate will also observe the IHSFA case restrictions that limit cases to increasing economic engagement with Cuba.

Lincoln-Doulas Debate:

LDD will use the November/December 2013 NFL topic.  Standard NFL rules apply (6-3-7-3-4-6-3), with four (4) minutes of preparation time per side.

Public Forum Debate:

PFD will use the November 2013 NFL topic.  Standard NFL rules apply (4-4-3-4-4-3-2-2-3-2-2), with two (2) minutes of preparation time per side.

Congressional Debate:

Congress will chose which bills it will debate from the list of ALL IHSFA bills/resolutions.  It must debate a bill for at least 60 minutes before calling the previous question.  Each contestant must stand for one (1) minute of questioning from ONE (1) opposing debater.

Speakers and questioners will both be recognized using standard primacy/recency procedures.  Primacy will reset at the conclusion of the first session.

JUDGES:

Please bring one judge for every two entries or fraction thereof in CXD (3-4 CX teams = 2 judges, 5-6 CX teams = 3 judges, etc.), one judge for each four entries or fraction thereof in LDD and PFD (5-8 LD or PF entries = 2 judges; 9-12 LD or PF entries = 3 judges; etc.), and one judge for every five entries or fraction thereof in congress (6-10 SC debaters = 2 judges; 11-15 = 3 judges; etc.).  LD, PF and SC judges will be considered interchangeable and used in all three events, if necessary.  Judges in CX and PF will also be rotated between those events, if necessary.  Varsity students may judge novice.

There are no limitations on entries; teams may bring as many teams/debaters as they desire, so long as they can cover their entry with judges.  Judges are not to leave the judges’ lounge between rounds; we may need an available judge to cover a debate or we may have questions about an incomplete ballot.

AWARDS:

The top eight contestants/teams in each division of each event will be recognized.  Even if it is necessary to combine divisions to facilitate competition, the top eight in each division will still be recognized.

The top five teams/schools will also be recognized.  Team points will be based upon the wins earned by the top three debaters/teams in each debate division from that school and the finishes of its top three contestants in congress (7th/8th = 1 point, 5th/6th = 2 points, 3rd/4th = 3 points, and 1st/2nd = 4 points).

FOOD:

There will be plenty of food and beverages available for purchase and consumption at the school.  Sealable water bottles are permitted in debate rounds, no other food or drink is permitted outside of designated areas.

You may either (a) email your entry to Steve Kennedy (emfeingoldlaw@aol.com) or (b) register online via Speechwire.  Either way, your entry is due no later than Tuesday, November 12 at 5:00 PM.  Because we are running multiple divisions in all events and because it may be necessary to collapse divisions in order to provide better competition, the sooner you are able to register, the better.
