Everyone is invited to the Beavercreek Phoenix Invitational!  This is BHS's first tournament 11 years, so we're excited to be back on the calendar!  Beavercreek High School is conveniently located five minutes from I-675, just off US-35.

•    Registration will run from 7:45 a.m. to 8:30 with the opening meeting at 8:40 and all rounds starting by 9:00.  Our goal is to finish awards by 4:45 p.m.
•    Buses should enter the school access road on the far east side of the school (next to the nature preserve) and circle around the baseball field.  Drop students in front of the main (Commons) entrance to the left of the lighted "Beavercreek High School" sign on the building.  Buses should then exit the access road and make an immediate right into the East parking lot where they can stay all day.


We plan to offer 3 rounds of Congressional Debate and 4 Rounds plus a final in all other events.  (We're not planning to offer Policy Debate, but we'd love to if there is sufficient interest; let me know ASAP if you want to bring Policy teams.)

Double-entries are allowed in all Speech events.  We are encouraging DE, so the second entry will be $2 cheaper!  Only one of the entries can be in an Extemp.  Both entries can be in Duo, but each must be with a different partner.


LD topic: (Nov/Dec) Resolved: The United States ought to guarantee universal health care for its citizens.
PF topic: (Dec) Resolved: The United States should prioritize tax increases over spending cuts.
Congress: OHSSL packet for weekend of 15 December.

Judging:
•    1 judge for every 2 LD or PF entries.
•    1 judge for every 5 entries in IE.
•    1 judge for every 6 Congress entries.
•    Any school that fails to bring their required number of judges will be fined $40.00 for each missing judge.

While you need to bring the required judges per event, please code each judge as broadly as their experience will allow (e.g. All Events for the most experienced, versatile judges).


Fees:
$10 per team, plus:
•    $5 per IE entry ($10 per Duo)
•    ($2 discount per double-entered student)
•    $5 per LD entry
•    $5 per Congress entry
•    $10 per PF entry

Congressional Debate:
•    In Congress, authorship rights will be given to students from the submitting school, if any are present in the chamber.  This means that students from that school will have priority over all other students to give the first affirmative speech, trumping precedence and recency rules.  This only applies to the first affirmative speech on the item.
•    Debate on bills and resolutions must begin with an affirmative speech.  If there is no affirmative, the PO shall table the item without a vote.  If can be removed from the table if an affirmative speech arises later.
•    One-sided debate should be discouraged, and it reflects poorly on the debaters who continue to beat the dead horse, however POs have no power to end debate (even heavily one-sided debate) until two-thirds of the members present call the previous question or no speakers rise to debate on either side (in which case the PO shall automatically end debate and call the vote on the item).


Extemp:
•    Prep room is in the BHS library on the second floor.
•    Students are responsible for their own power.  We don't guarantee access to outlets in the library.  Do not expect to plug in.


Top Novice Award:
•    We will be recognizing the top-scoring novice competitor in all events.  Novices are students in their first year of speech and debate (NOT just first year of a new event).
•    For PF and Duo, BOTH partners must be novices to be eligible.
•    To mark a student as a novice, please enter them in the "Novice" division of their event when you register.  Novices and Varsity will still compete in the same pool, like normal.
