Carroll Speech Meet and Northeast NFL District Congress

Coaches,
You and your team are invited to compete at the Carroll Speech Meet to be held on February 16, 2013. Speech registrations will be through SpeechWire.com with all entries submitted by 3:30 p.m. on Tuesday, February 12th. Entries for the Northeast NFL District Congress will be through Joy of Tournaments.
REGISTRATION will take place from 6:45 – 8:00 a.m.
SCHEDULE: I have set up a schedule which allows ALL competitors to double enter(even radio and discussion). The schedule is on the final page of this
invitation. Feel free to email me with any questions.
ENTRIES: There will also be a cap of 75 entries per team as long as the team brings the required number of judges. A team may also have up to 8 entries
per event.
JUDGES: Each school must provide one judge for every five entries and fraction thereof (6 entries=2 judges). Teams that do not bring enough judges may be
disqualified from sweepstakes awards.
DROPS: Drop as needed throughout the week. No additional entries can be made once the deadline is in effect due to needing to make the proper room
arrangements.
CONGRESS will only be offered for those competing in the NE NFL District Tournament. Registration for this event will be through Joy of Tournaments.
BROADCASTING will run as follows:
Round 1 = Original Commercial (1 min.)
Topic: The Valentine’s Day gift from the tightwad. Come up with a gift idea that the frugal penny-pincher could give to that someone
special for under $10. Be creative and have fun with this one!!! Students bring this to the meet.
Round 2 = Editorial (2 min.)
Topic: An issue of state importance. Students bring this to the meet.
Round 3 = Newscast (3 min.) Students bring this to the meet.
FINAL = On-the-Spot (2 min.)
DISCUSSION: Students need to research any relevant facts, strengths, and weaknesses of the following federal departments:
Department of Health and Human Services
Community Development Block Grant Program
Internal Revenue Service
Dept. of Education
Dept. of the Interior
Dept. of Commerce
Dept. of Housing and Urban Development
Dept. of Energy
Internal Assistance Programs
In each of the preliminary rounds of discussion, the judge will tell the competitors which three federal departments they are to discuss. The competitors are to decide which of the three programs should be eliminated by the federal government if one of the three had to be eliminated. The final round will include more than three departments from which to discuss.
FOOD will be available for purchase in the cafeteria. Please help support the purchase of trophies and ribbons by buying food from the concession stand
and not bringing your own. Complimentary food for judges, coaches, and bus drivers will be available in the judges’ lounge. PLEASE DO NOT LEAVE THE
BUILDING FOR LUNCH OR ANY OTHER REASON.

FINALS in all events will begin after Round 3 of Flight B.
NORTHEAST DISTRICT CONGRESS
Northeast NFL Congress will begin at 8:00.
Any congress competitors who do not advance to the afternoon session will have the opportunity to compete in Flight B of the speech meet. ALL CONGRESS COMPETITORS NEED TO REGISTER IN ADVANCE FOR FLIGHT B OF THE SPEECH MEET. Students advancing to the afternoon session of congress will then be dropped from Flight B. It is easier to drop students from the speech events than to add them at the last minute.
SPEECH MEET ONLY (NO CONGRESS)
Students not competing in the Northeast NFL Congress will have the opportunity to TRIPLE ENTER as long as all three events are NOT in the same flight (A=2 events and B=1) OR (A=1 event and B=2).
SPEECH MEET: FLIGHT A
Students may enter up to two events within Flight A (including broadcasting).
Students who choose to double-enter within Flight A will only be able to single-enter in Flight B.
Students who compete in one event in Flight A would have the possibility of doubling in Flight B.
SPEECH MEET: FLIGHT B
Students may enter up to two events within Flight B with the following guidelines:
*Students entered in IX, USX, or Discussion may not enter another event within Flight B.
Extemp draw = 12:30 p.m.
Speak at 1:00 (Round 1) and at 1:30 (Round 2)
Extemp draw = 2:15
Speak at 2:45 (Round 3)
Final Round will use the Round 3 topic.
*Students who are double-entered in Flight A may compete in only one event for Flight B.
* Students may not compete in two duo events.
